- Notice of Intent The U.S. Army Medical Research and Acquisition Activity (USAMRAA), in support of its customer the Walter Reed Army Institute of Research (WRAIR), intends to negotiate on a sole source basis (IAW FAR 13.106-1) with ThermoFisher Scientific (Remel), 12076 Santa Fe Trail Drive, Lenexa, KS 66215 as the only responsible source that can provide the Sensititre System, ARIS 2X -quantity 2, with OptiRead- quantity 2, AIM Autoinoculator - quantity 1, Nephelometer - quantity 1, post-warranty preventive maintenance service. This acquisition is being conducted under the FAR 13.5 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-83 are incorporated. WRAIR has a need for Sensititre System, ARIS 2X, and additional items as noted above. The system shall automate the process to create a cell block from a cytology specimen. The system must be able to automatically read 96 well microtitre susceptibility panels to include the custom panels. The system must be able to provide true MIC results for standard and custom susceptibility panels (e.g. a quantitative measurement, not solely interpretive categorization such as susceptible, intermediate, and resistant). Automatically read up to 64 plates per automated instrument. The system must be able to provide standard MIC plates for antimicrobials with FDA clearance. Panels used for ID/AST testing should be individually packaged and able to be stored unopened at room temperature This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable system is provided by ThermoFisher Scientific (Remel) Inc.
