Description

The Veteran's Administration Office of Research and Development, Program Contracting Office - East in Pittsburgh, PA intends to negotiate on a sole source basis with the Stanford University Genetics Bioinformatics Service Center (Stanford). The requirement is for (1) data storage, (2) the utilization of computer nodes and statistical programs, and (3) the use of genetic analysis programs for Veteran's Health Administration medical study projects. The sole source is pursuant to FAR 6.302-5 (a) (i). Full and Open Competition need not be provided for when a sole source award is authorized or required by statute. Stanford is a nonprofit educational institution that currently maintains a medical affiliation agreement with the Palo Alto VA Healthcare System. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than Monday, March 17, 2015, (10:00AM, EST). Interest/capability statements may be sent to Michael Haydo at Michael.haydo@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The required research assistance services and equipment use shall include the following: 1.Data storage for statistical analysis. 2.Utilization of computer nodes and statistical programs. 3.Use of genetic analysis programs.
