Description
INTENT TO AWARD The US Geological Survey (USGS) has a requirement for High Definition (HD) Orthoimagery for the Statewide Coverage of Texas, geographic extend of approximately 276,688 square miles. The period of performance is date of award through September 15, 2015. The USGS is aware of no other source that can provide the above. Therefore, it intends to make an award to Texas Natural Resources Information System (TNRIS) unless it is contacted by any vendor who believes they have similar technical expertise and can provide the same service. Vendors are invited to contact the Purchasing Agent, Carolyn Hieb, chieb@usgs.gov, no later than 12:00 PM EST, Friday, August 21, 2015 with an affirmative answer. Excerpt from Justification for Sole Source: "The high resolution orthoimagery has already been obtained and is available only from the State of Texas. The Texas Natural Resources Information System (TNRIS) is the entity that will manage the resulting data set. TNRIS the only organization known to be leading a coordinated effort for acquiring and managing high- resolution, leaf-off, imagery meeting NGP and NGA requirements for this area of interest over the desired time period. The vendor has worked with stakeholders to develop a unified data acquisition and management program for common imagery and related framework spatial data that efficiently meets the needs of government agencies, organizations and citizens at all levels. Efforts to acquire similar Texas LiDAR products outside of the authorized coordinated effort by the vendor will be much more inefficient for the USGS and the Federal Government." The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained.
