Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number F1Y3DA5114AW08 is being issued as a Request for Quotation (RFQ). Submit only written quotations for this RFQ. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. This acquisition is a 100% set-aside for Total Small Business. The associated NAICS code is 333314 with a size standard of 500. The line item description is as follows: CLIN 0001- Video Fiberscope with hand-held monitor; VFS3-WC or approved equal. •- Must utilize batteries for power. Cannot use AC for power. System must be man-portable and use on the fly. •- Handheld monitor and control modular. Cannot use pop-open case/pelican case/stand alone screen. Operator must be able to hold monitor and control unit with one hand and hold fiberscope in the other hand. •- Must be able to utilize green, white, EOD and IR light sources on tip of fiberscope •- Memory card for storage of images/video capture •- Must utilize multiple working channels for tool operation •- 3 prong wire grasper tool •- Wire cutter tool •- Wire piercer tool with or without disposable pieces •- Hard case for transport and storage. (pelican, storm case, etc) •- Must be able to focus on tip of fiberscope. •- Must articulate at least 90 degrees in all directions. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.212-4 - Contract Terms and Conditions-Commercial Items; FAR 52.212-5 - Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items; FAR 52.204-7 - System for Award Management; FAR 52.204-13 - System for Award Management Maintenance; FAR 52.232-40 - Providing Accelerated Payment to Small Business Subcontractors (DEVIATION); FAR 52.252-2 - Clauses Incorporated by Reference; FAR 52.252-6 - Authorized Deviations in Clauses; DFARS 252.204-7004 - Alternate A, System for Award Management; DFARS 252.232-7003 - Electronic Submission of Payment Requests and Receiving Reports; AFFARS 5352.201-9101 - Ombudsman, AFFARS 5352.242-9000 - Contractor Access to Air Force Installation. The above Provisions and Clauses may be obtained via the internet at http://farsite.hill.af.mil. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW 13.106-2. This will be a lowest price technically acceptable award. Technical acceptability - at a minimum - will consist of meeting all characteristics of this solicitation mentioned above and the Scope of Work below. Quotations/offers or modification of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (IAW FAR 52.212-1(f)).
