- Full Solicitation The Millennium Challenge Corporation (MCC) is seeking to establish multiple Blanket Purchase Agreements (BPA) under FAR 13.5 "Test Program for Certain Commercial Items" to support the requirements of MCC's Department of Policy and Evaluation (DPE) Economic Analysis (HDM-4/RED) of Roads Projects in Ghana, Tanzania and other MCC Countries. The Government intends to award one BPA Call Order under this newly established BPA for the country of Senegal. This solicitation is part of an opportunity to expand to other countries for their Roads Projects. Those countries include, but are not limited to Moldova, Mozambique, Mongolia, Philippines, Vanuatu, Burkina Faso, Cabo Verde, and El Salvador, and other MCC Compact Countries. Interested Firms are encouraged to send their Quotation along with their Capability Statement for the BPA. Firms that do not submit their Capability Statement for establishment of a BPA in accordance with this solicitation (along with their quotation for this Call Order solicitation prior to the response date of this solicitation) will not receive further consideration for this requirement. If you are only interested in submitting for a BPA under the Roads Project opportunity, simply provide your Capability Statement. Responses to this Solicitation shall be submitted via e-mail to Ray Staniewski, at "staniewskirj@mcc.gov". To ensure timely handling, the subject line of your e-mail shall include the solicitation number "MCC-15-RFQ-0025". Inquiries/questions concerning this Solicitation are due, via e-mail only, no later than 21 AUG 2015 @ 1:00 PM EST. Ensure the solicitation number is included in the "SUBJECT" line of your e-mail. Vendors interested in opportunities in any of the other possible countries shall submit their Capability Statement only. Attached to this Capability Statements request is a Workbook with TABS for "Rates", "Past Performance Matrix", and "Business Information". Interested vendors shall submit a capability statement of no more than Thirty (30) pages (excluding CVs and Workbook), which demonstrates the firm's ability to perform the key scope requirements described above and in the attachments to this synopsis. Standard company brochures and/or paraphrasing of the SOW will not be considered sufficient to demonstrate the capabilities of an interested party. Multiple BPA awards and one BPA Call Order is intended from this solicitation. Those offerors deemed "qualified" based on their Capability Statements will be issued a BPA in preparation of future country requirements for those countries identified herein and others that may develop in the future.
