- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Greenland Contractors (GC) upon the basis of the authority provided at FAR 13.106-1(b)(1): The contracting officer determines that the circumstances of the contract action deem only one source reasonably available. ERDC-CRREL intends to procure the services of Greenland Contractors I/S to dig two (2) test pits at Thule Air Base in October 2015 for the Government to perform geotechnical investigations. Services would be performed at 76 degrees latitude on the northwestern coast of Greenland. The nearest largely populated town is approximately 950 miles to the south at Nuuk, Greenland. No Greenlandic companies exist at Thule that are readily available for this test pit excavation, and no Greenlandic companies in Nuuk are capable of transporting and executing the difficult test dig in frozen rocky conditions. The contracted base operator, Greenland Contractors (GC), a Danish entity, is the only known source for this test dig project. GC has the equipment and manpower available to conduct the test dig. The equipment is specifically sized and outfitted to perform excavations in the difficult frozen and rocky conditions of northwest Greenland. The difficult conditions, remoteness and isolation of this location, and short schedule provide only one source to conduct these excavations and maintain reasonable costs and schedule. The associated North American Industry Classification System (NAICS) code is 561730, which has a size standard of $7,500,000 (average annual receipts; calculated IAW 13 CFR 121.104. This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
