Description
The U.S. Customs and Border Protection, Southwest Regional Science Center (SWRSC) intends to issue a sole source order with LaserLight Solutions for the BrightBeam dual laser system. Market research was conducted and it has been determined there is only one responsible source for our requirements in accordance with FAR 6.302-1. The CBP SWRSC Latent Print Unit processes thousands of items every year in support of Homeland Security Investigations' criminal cases. Latent prints are found or developed on a variety of different surfaces. These prints are then photographed under special LASER light conditions with special filters. These images are then compared to known prints for identification. SWRSC has a need for a dual forensic laser system capable of generating a laser light at both 445nm and 532nm frequencies. This system will be used to excite fluorescence imaging dust, glue, powder, dyes, and reagents used to develop latent prints on evidentiary items in the laboratory and in the field. The 445 nm blue forensic laser is needed to view latent fingerprints on specific surfaces that are not viewed as well using the 532nm green forensic lasers. In addition, space is very limited in the laser room, therefore a forensic dual laser is required. The lasers will be used to visualize developed and dye-stained latent prints on items of evidence. In addition to latent print work a laser is needed to assist in finding trace evidence and body fluids at crime scenes. Only the LaserLight Solutions BrightBeam dual laser system and no other brand of forensic dual laser meets all of the requirements of CBP listed below: • Portable, lightweight DD/DPSS laser system • Speckle-free beam • Capable of generating 445nm blue laser light and 532nm green laser light. • Dual laser output power of 8W, each • Input Power: 110 VAC • Hands-free operation • Rechargeable battery • Weight: 40 pounds or less • Fiber Type: armored • Fiber Length: 15 feet • Warranty: 1 year • Padded support case With respect to power output, laser wavelengths, and operation the LaserLight Solutions BrightBeam dual laser system and no other forensic laser met all of the necessary requirements and specifications. The only other semi-comparable laser does not offer each laser with 8W of power nor does it offer hands free operation, which is essential. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available; parties shall submit information that indicates their ability to satisfy this requirement.
