- Justification and approval to use other than full and open competition to increase the contract ceiling for Vanasse Hangen Brustlin, Inc. (VHB) to increase the maximum potential amount (ceiling) of the single-award Indefinite Delivery/Indefinite Quantity (ID/IQ) Cost Plus Fixed Fee (CPFF) contract in support of the Federal Highway Administration’s (FHWA) “Development of Crash Modification Factors (CMFs).” The proposed contract modification would raise the contract ceiling by $1,800,000 from $4,244,028 to $6,044,028. The $1,800,000 will be used to raise the ceiling of Task B for this contract. The contract period of performance would remain unchanged, with a potential period of performance through November 15, 2017 (if all options are exercised).
