Description
AG-6395-S-15-0119 Combined Synopsis/Solicitation 1. This is a combined synopsis/solicitation prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The requirement is for a 5 year IDIQ for the annual inspection, maintenance and water treatment and testing of four boilers located at Moore Air Base, 22675 N. Moorefield Road, Edinburg Texas 78541. The four boilers need to have a baseline inspection completed and then have annual inspections and testing conducted, after each inspection a correction or repair lists shall be created and proposals shall be submitted for the repairs to be completed. The second portion of the contract shall be for monthly boiler water testing and chemical adjustments to the boiler system. The third portion of the contract shall be for hourly rates for repair calls (24 hour response) and emergency repairs (4 hour response). Moore air base has several critical programs located on site. The boilers on site are used for the production of Mexican fruit fly rearing and USDA critical experiments, ongoing experiments in environmental growth chambers. Failure in the boiler systems may have a national and international impact involving the loss of insects and DNA and RNA samples that cannot be replaced and could affect years of scientific research. 2. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. This requirement is being offered as a Small Business Set-Aside. The NAICS code for this requirement is 238220 with a size standard of $15 million. 3. This requirement is for the United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Plant protection Quarantine (PPQ). 4. The solicitation number for this effort is AG-6395-S-15-0119 and this combined synopsis/solicitation is issued as a request for quotation (RFQ)/request for agreement (RFA). 5. The provisions and clauses incorporated into this solicitation document are those in effect at the time of publication. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. REQUIREMENTS --See attached statement of work (SOW) for details and requirements. 7. Products shall be delivered FOB Destination, price must include shipping costs to the delivery address. 8. Award will be made to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government, price and other factors considered. The statement must include a list of key personnel that will be doing maintenance and making the repairs to include qualifications, licensing, and experience. The capability statement must demonstrate that the vendor is qualified and capable of doing the work specified. c) Two references (name, phone number and e‐mail, a description of the work performed, and the date of performance). The past performance must be work related to the type of work in the SOW. d) Contact Information, DUNS number and confirmation of SAM registration. 17.
