- Amendment No. 0001 - Proposal Submission (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)The solicitation number is LCOSI15Q0058 and issued as a Request for Quotation (RFQ). (iii)This solicitation document incorporates all mandatory commercial item provisions and clauses currently in effect in the latest Federal Acquisition Circular (FAC) 2005-81. (iv)Offerors shall provide pricing for all the deliverables in Section 4 of the attached Statement of Work. (v)The Library of Congress (Library) supports multiple still image digitization programs converting books, manuscripts, maps, photographs, and film to digital form. Essential to this effort are ongoing digitization monitoring and standards development programs. All Library digitization units and contractors rely on these to assure consistent, high quality imaging, both within a project and spanning multiple projects. The Office of Strategic Initiatives of the Library of Congress seeks a contractor to create a color analysis target that advances the state of the art in color measurement and imaging device characterization. The attached Statement of Work, contains the requirements to be satisfied by the successful offeror awarded a contract as a result of this solicitation. (vi)The Library anticipates a single-award Firm Fixed-Price (FFP) contract to obtain the services. The contract‘s period of performance is anticipated to be 9/1/2015 through 8/31/2016. (vii)The provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Refer to attached "Terms and Conditions" for additional proposal submission instructions. (viii)The provision 52.212-2, Evaluation-Commercial Items applies to this acquisition. Refer to attached "Terms and Conditions" for evaluation factors. (ix)Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror representations and Certifications-Commercial Items with their offers. (x)The clause at 52.212-4, Contract Terms and Conditions-Commercial items, as modified by the Library, applies to this acquisition. Offerors shall refer to clause 52.212-4 listed in attached "Terms and Conditions" for additional clauses applicable to this acquisition. (xi)The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial items as modified by the Library, applies to this acquisition. Offerors shall refer to clause 52.212-5 listed in attached "Terms and Conditions" for additional clauses applicable to this acquisition. (xii)Additional contract requirements, terms and conditions are determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices. The following attachments are included and are hereby incorporated into this solicitation: (1) SOW, and (2) Terms and Conditions. (xiii)Questions concerning any areas which, in the offeror's opinion, require clarification or correction must be submitted in writing to Moji Adejuwon with a cc: to Andrew Sullivan via email (moad@loc.gov and ansu@loc.gov) by 12:00 NOON EST on August 5, 2015. Answers to questions of a substantive nature will be provided to all offerors. (xiv)Proposals are due by the time and date indicated on Federal Business Opportunities. There are no exceptions to the time and date the proposals are due. Any proposal submitted after this time will not be considered. Submit proposals to fbo.gov or via email to moad@loc.gov. It is the offerors responsibility to ensure that the proposals are submitted timely.
