- Amendment 00001 - Attachment 3 - Additional Terms and Conditions Amendment 00001 HSCG23-15-R-MIA047 Questions and Responses Amendment 00001 - Attachment 2 - Clauses and Provisions Amendment 00001 - Attachment 1 - Performance Work Statement The purpose of this Amendment 00001 is to: 1) Provide responses to the questions submitted by the questions deadline. See "HSCG23-15-R-MIA047 Questions and Answers" (5 pages). 2) Amend Attachment 1 - Performance Work Statement, page 9, 8.0 Deliverables, Item 2 "Monthly Status Report" Due By as follows: From: 7th business day of the following month To: 15th calendar day of the following month 3) Amend Attachment 1 - Performance Work Statement, page 2, 2.1.10 as follows: From: The Contractor shall ensure that the personnel performing duties under this section at a minimum have an initiated National Agency Check with Inquiries (NACI) and a favorable completion of Federal Bureau of Investigation (FBI) fingerprint check, or a DoD-determined equivalent investigation, or a higher level security clearance. To: The Contractor shall ensure that the personnel performing duties under this section at a minimum have a completed suitability investigation to include an initiated National Agency Check with Inquiries (NACI) and a favorable completion of Federal Bureau of Investigation (FBI) fingerprint check, or a DoD-determined equivalent investigation, or a higher level security clearance. 4) Amend Attachment 1- Performance Work Statement, page 1, 2.1 to insert the number of billets, approximately 50 billets. 5) Amend Attachment 1 - Performance Work Statement, page, 1, 2.1.2 to insert the number of EERs, approximately 35 annually 6) Amend Attachment 1 - Performance Work Statement, page 1, 2.1.3 to insert the number of OERs to approximately 15 annually. 7) Amend Attachment 1 - Performance Work Statement, page 2, 2.1.4 to insert the number of awards processed, approximately 25 annually. 8) Amend Attachment 1 - Performance Work Statement, page 2, 2.1.5, to insert the number of permanent change of stations and temporary duty orders, approximately 25 annually. 9) Amend Attachment 1 - Performance Work Statement, page 2, 2.1.7, to insert the number of pre-deployment training conducted to approximately twice annually overall, applicable to approximately 15 members annually. 10) Amend Attachment 1 - Performance Work Statement, page 2, 2.1.9, to insert the number of personnel who would receive this orientation to approximately 25 annually. 11) Amend Attachment 1 - Performance Work Statement, page 3, 2.2.13 as follows: From: The Contractor shall ensure that the personnel performing duties under this section at a minimum have an initiated National Agency Check with Inquiries (NACI) and a favorable completion of Federal Bureau of Investigation (FBI) fingerprint check, or a DoD-determined equivalent investigation, or a higher level security clearance. To: The Contractor shall ensure that the personnel performing duties under this section at a minimum have a completed suitability investigation to include an initiated National Agency Check with Inquiries (NACI) and a favorable completion of Federal Bureau of Investigation (FBI) fingerprint check, or a DoD-determined equivalent investigation, or a higher level security clearance. 13) Amend Attachment 3 - Additional Terms and Conditions, page 3, 1.4 Period of Performance as follows: From: 22 September 2015 to 23 September 2016 To: 23 September 2015 to 22 September 2016 14) Amend Attachment 3 - Additional Terms and Conditions, page 1, 1.1.2 Qualified Personnel to state "The Contractor shall possess a facilities clearance." 15) Amend Attachment 3 - Additional Terms and Conditions, page 1, 1.1.2 Qualified Personnel as follows: From: The individuals assigned to PWS Section 2.3 shall possess an active Secret Clearance and all other individuals shall possess have a favorably adjudicated background investigation at time of the proposal submission, and must maintain the level of security required for the life of the contract. To: Refer to the Performance Work Statement for levels of security required for each task. 16) Amend Attachment 2 - Clauses and Provisions, page 26, A. Instructions for Proposal Content, b. as follows: From: The offeror shall describe its approach for ensuring that all personnel possess the experience, education, and technical expertise required to perform the tasks described in the PWS. The offeror shall describe the labor categories proposed under Attachment 4 - Pricing spreadsheet in terms of experience, education, technical expertise, and work to be performed. The offeror shall provide resumes for exactly three of the individuals proposed under the RFP - one resume being the project manager's - and identify the assigned labor categories for those three individuals. Those three resumes shall reflect the assigned labor category descriptions. Each resume shall not exceed two (2) pages. The offeror shall state their affirmation that they understand that the personnel assigned to PWS Section 2.3 shall possess an active Secret Clearance associated with the prime contractor and that all other personnel shall at a minimum have an initiated National Agency Check with Inquiries (NACI) and a favorable completion of Federal Bureau of Investigation (FBI) fingerprint check, or a DoD-determined equivalent investigation, or a higher level security clearance. End of Amendment. i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is HSCG23-15-R-MIA047 and is issued as a request for proposal (RFP). (iii) The solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. (iv) This procurement is being solicited as a 100% 8(a) set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 541611 (small business size standard: average annual receipts-$15 million). (v) Offerors shall provide pricing for appropriate labor categories, rates, and hours for the services specified in Attachment 1 - Performance Work Statement for the base period and all option periods. (vi) The United States Coast Guard (USCG) has a requirement for administrative, technical and financial support services for the USCG Directorate of International Affairs and Foreign Policy Advisor (DCO-I) Executive Staff Division, Office of Regional Affairs, Passports and Support Division and the Office of Security Cooperation. Attachment 1 - Performance Work Statement contains the requirements to be satisfied by the successful Offeror awarded a contract as a result of this solicitation. The support services provided in Attachment 1 - Performance Work Statement are considered commercial items. (vii) The USCG anticipates a single-award Firm-Fixed-Priced (FFP) contract to obtain contractor support services. The contract will consist of a base period from 09/23/2015 through 09/22/2016 and four (4) option periods of one (1) year each. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Refer to Attachment 2 - Clauses and Provisions, Addendum to FAR 52.212-1 for additional proposal submission instructions. (ix) The provision at 52.212-2, Evaluation-Commercial Items applies to this acquisition. Refer to Attachment 2 - Clauses and Provisions, FAR 52.212-2 Evaluation for evaluation factors. (x) Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items with their offers, or verify that information required by this provision is listed on the System for Award Management (SAM) website located at https://www.sam.gov. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition. Offerors shall refer to clause 52.212-5 listed in Attachment 2 - Clauses and Provisions for additional clauses applicable to this acquisition. (xiii) Additional contract requirements, terms and conditions are determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices. The following attachments are included and are hereby incorporated into this solicitation: (1) Performance Work Statement, (2) Clauses and Provisions (3) Additional Terms and Conditions, (4) Pricing Spreadsheet, and (5) Past Performance Questionnaire. (xiv) The Defense Priorities and Allocations System (DPAS) and assigned rating are not applicable to this acquisition. (xv) Questions about this combined synopsis/solicitation are due by 9:00 A.M.
