- Beckman Coulter Fedbiz Award Posting JOFOC The Centers for Disease Control and Prevention (CDC), National Center for Environmental Health, Division of Laboratory Sciences intends to award a sole source firm-fixed price maintenance agreement contract to Beckman Coulter, Inc 250 S. Kramer Blvd Brea, CA 92821. This contract will be for a base year of 12 months with 4 option years of 12 months each. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The Division of Laboratory Sciences (DLS) uses a variety of equipment from Beckman Coulter to accomplish its public health mission. This contract is necessary because DLS has many centrifuges and liquid handling robotic systems that are essential to division laboratory. Beckman Coulter is the sole manufacturer of the Beckman Coulter scientific instrumentation within the laboratory. As the original manufacturer, Beckman Coulter is the only vendor that can provide OEM parts and proprietary engineering upgrades required to repair the complex chemical analysis instrumentation. Beckman Coulter will be able to provide current service manuals, schematics, and writing diagrams. This is vital because DLS has complex assay that require intricate and complicated methods that may need to be written with the assistance and consultation of the OEM. The service engineers with Beckman Coulter are highly experienced and factory certified with the equipment itself and with understanding the critical requirements in place due to our Division's duties. All instrumentation periodically needs annual preventative maintenance as well as needed repairs. This maintenance must include on-site support for preventative maintenance, repair of instruments, necessary Beckman-Coulter proprietary tools, parts and equipment and regular upgrades and installs as available. It must also include both telephone and internet support for questions on designing programs and solving instrumentation and software problems for liquid handling robotic instruments. In order to service this equipment, the vendor must also supply regular trained personnel with experience maintaining the BioMek FX, BioMek NX, and centrifuges as well as provide the OQ3 certification of ultracentrifuges and liquid handling instruments. The list of equipment to be covered under the contract is hereto attached to the FedBiz notice. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to Beckman Coulter, Inc. Beckman Coulter Inc. is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
