- J&A The United States Coast Guard (USCG) intends to award a sole-source Labor Hours (LH) contract to the American Bureau of Shipping (ABS) for classification and technical services in support of the Offshore Patrol Cutter (OPC) Program. Estimated dollar value is $483,000, and the Period of Performance will include a 12-month base period and one 6-month option period. Per the Coast Guard Authorization Act of 2010 (H.R. 3619 of the 111th Congress), and until Congress rescinds or changes the requirement, all cutters, except a National Security Cutter, acquired by the USCG shall be classed by the American Bureau of Shipping (ABS): "The Commandant shall cause each cutter, other than a National Security Cutter, acquired by the Coast Guard and delivered after the date of enactment of the Coast Guard Authorization Act of 2010 to be classed by the American Bureau of Shipping before final acceptance." (Section 573(c)(3)(A)) Therefore, ABS is the only entity available to the USCG for the classing of all cutters, other than a National Security Cutter. Companies that believe they have the capability must submit a capability statement detailing how the company can deliver the required services to the contact listed below by the posted response date. The capability statement shall also include the company's Dun and Bradstreet number, a brief discussion of any previous experience similar to this requirement, and a point of contact in the event the Coast Guard requires additional information. Please reference HSCG23-15-R-APC032. This notice does not constitute a Request for Proposal (RFP), or a promise to issue a RFP in the future. Proposals submitted based on this notice will not be accepted. Capability statements received prior to the closing date and time will be considered solely for the purpose of determining whether a competitive procurement is possible. This announcement constitutes the only notice of intent to award a sole-source LH contract and a written solicitation will not be posted. The approved J&A is attached.
