Description
In accordance with Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to award a purchase order on a sole source basis to COMSOL, INC. to purchase COMSOL Multiphysics Software license renewal, as identified below. This is considered a sole source to COMSOL, INC. because, to the best of the NETL?s knowledge and based on market research conducted, COMSOL, INC. is the only known source provider of their COMSOL Multiphysics Software license renewal service. No known potential alternate sources exist which could satisfy NETL's requirement. The NETL?s Office of Research and Development (ORD) research staff in several divisions are currently using COMSOL Multiphysics software in their work, and have need of this multiphysics modeling capability for future research. Replacing this software with another brand would have broad sweeping consequences with significant costs since (1) part of the essential capability is being provided through upgrades to existing software licenses, and (2) research staff already familiar with use of the COMSOL software would incur time and training costs to use different software for their research simulations. Additionally, underlying data structures and infrastructure changes may be needed; migration of data to a new tool/structure would need to be planned and could result in a loss of service and further exploitation; users may need additional training on the new product; technical resources to support the new tool may be required; additional hardware may be needed; and the decommission of the current product is costly all of which would require the approval of NETL?s Enterprise Change Control Board (ECCB). - Item 01: COMSOL Multiphysics, Floating Network License (FNL) for one (1) concurrent user. - Item 02: AC/DC Module for use with COMSOL Multiphysics, Floating Network License (FNL) for one (1) concurrent user. - Item 03: Batteries & Fuel Cells Module for use with COMSOL Multiphysics, Floating Network License (FNL) for one (1) concurrent user. - Item 04: Heat Transfer Module for use with COMSOL Multiphysics, Floating Network License (FNL) for one (1) concurrent user. - Item 05: Material Library for use with COMSOL Multiphysics, Floating Network License (FNL) for one (1) concurrent user. - Item 06: RF Module for use with COMSOL Multiphysics, Floating Network License (FNL) for one (1) concurrent user. - Item 07: Subsurface Flow Module for use with COMSOL Multiphysics, Floating Network License (FNL) for one (1) concurrent user. - Item 08: Wave Optics Module for use with COMSOL Multiphysics, Floating Network License (FNL) for one (1) concurrent user. - Item 09: COMSOL Multiphysics, Floating Network License (FNL) for one (1) concurrent user, 12 months subscription: 10/01/2015 through 09/30/2016. - Item 10: Chemical Reaction Engineering Module, Floating Network License(FNL) for one (1) concurrent user, 12 months subscription: 10/01/2015 through 09/30/2016. - Item 11: LiveLink for MATLAB, Floating Network License(FNL) for one (1) concurrent user, 12 months subscription: 10/01/2015 through 09/30/2016. - Item 12: Material Library, Floating Network License (FNL) for one (1) concurrent user, 12 months subscription: 10/01/2015 through 09/30/2016. - Item 13: Structural Mechanics Module, Floating Network License (FNL) for one (1) concurrent user, 12 months subscription: 10/01/2015 through 9/30/2016. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 2:30 PM ET on August 28, 2015. Responses must be submitted in writing to kathleen.nedzesky@netl.doe.gov no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
