Description
MODIFICATION TO A PREVIOUS NOTICE: The purpose of this modification is to revise/update information contained herein that was in the original pre-solicitation notice, VA248-15-R-1322. The Department of Veterans Affairs requires radiopharmaceuticals for the West Palm Beach VA Medical Center's Nuclear Medicine Service. Nuclear Medicine has an ongoing need for radiopharmaceuticals for PET/CT exams, as well as therapeutic procedures for each facility. The Veteran's exams are performed based upon the needs and orders of referring physicians, and all Nuclear Medicine exams require the injection or ingestion of a radiopharmaceutical. This acquisition will include all radiopharmaceuticals to be specified in the solicitation, along with software provided by the vendor to monitor and track the use of radiopharmaceuticals. These products have historically been procured through competitive open market procedures. Routine daily and emergency delivery of the radiopharmaceuticals must be made in accordance with the requirements as specified in the performance work statement. Order tracking software and hardware will be installed on the existing network by West Palm Beach IRMS employees in conjunction with the vendor. Software support and technical support will be provided by the vendor for the length of the contract. The solicitation is anticipated to result in the award of a firm fixed-price requirements contract to include one base year and four, one-year option periods. Offerors are required to be a Florida licensed Nuclear Pharmacy, able to manufacture and deliver all of the radiopharmaceutical agents required by the West Palm Beach VA Medical Center. Deliveries to Nuclear Medicine Department shall be within 120 minutes after receipt of phoned or faxed orders, as outlined in the associated Performance Work Statement. Among other things to be specified in the solicitation, offers will also be providing a description of their techniques for maintaining quality control for their products and ensuring their timely delivery. This acquisition shall be unrestricted under the North American Industry Classification System (NAICS) Code 325412. The size standard is 750 employees. This information is only for classification purposes in the representation and certification portion of the Request for Proposal (RFP). The anticipated date for release of solicitation is August 13, 2015 with proposals due September 9, 2015 at 1:00pm EST. All questions FOLLOWING issuance of solicitation to be submitted via email, no later than August 20, 2015 at 1:00pm EST -- to John.Hull3@va.gov, referencing solicitation number VA248-15-R-1322 in the subject line (no telephone requests will be responded to). Answers to questions will be provided via solicitation amendment. It is anticipated that the resulting contract will be awarded to the offeror representing the best value, based on technical capability and price. All prospective offerors shall visit the FedBizOpps website at: www.fedbizopps.gov frequently to obtain any amendments or other information pertaining to this solicitation. Contractors must be registered in the System for Award Management (SAM) in order to receive a contract award. Contractors may access SAM at https://www.sam.gov.
