Solicitation Number: VA241-15-Q-0765 Notice Type: Combined Synopsis/Solicitation Synopsis: This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, in conjunction with the policies and procedures for solicitation, evaluation, and award as prescribed under FAR 13.1, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is VA241-15-Q-0765 and is issued as a "Brand Name or Equal" Request For Quotation (RFQ). The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2005-83-2-2, Aug. 4, 2015. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulations (FAR) and Veterans Affairs Acquisition Regulations supplement (VAAR) can be accessed on the Internet at http://www.arnet.gov/far (FAR) and http://vaww.appc1.va.gov/oamm/vaar (VAAR) This solicitation is issued as a small business set aside. The North American Industry Classification System (NAICS) code is 339113, and the size standard is 500 employees. This is a Brand Name or Equal RFQ for Emergency Battery-Powered Aspirators. All "equal" products must meet FAR 52.211-6 and VAAR 852.211-73 requirements. Offerors submitting an EQUAL to Brand Name product below shall demonstrate that the ablation system meets ALL THE MINIMUM SPECIFICATIONS LISTED. Offerors who submit an "Equal" to the product below MUST submit documentation (specification sheets) that verifies that the Equal meets the specifications cited below. This requirement consists of one(1) line item: CLIN (1) Brand Name: Armstrong Medical S-SCORT Duet AE6975 Battery powered Aspirator Quantity: 100 Or Equal Salient Characteristics minimum specifications: Product: Emergency Battery-Powered Aspirator Canister Holder: Canister holder must be able to fit 1200cc Medi-Vac Guardian canister securely and snugly and can't fall out even if turned up-side down. Power Cord: Aspirator must have a removable hospital grade power cord. Vacuum Gauge Design: Color coded vacuum gauge design for quick and easy determination of mm Hg ranges. Maximum Vacuum Regulator Nob Degrees of Rotation: Vacuum regulator nob must not have more than 360 degrees of rotation from minimum mm Hg to maximum mm Hg. Suction Range: must have variable suction range from 0 mm Hg to 500+ mm Hg Minimum Battery Run Time: 30 minutes or greater Maximum Dimensions 16.8"W x 7.5"D x 12"H Maximum Weight: 19 lbs. Minimum Clinical Airflow: 25 liters per minute or greater (measured at the patient end of the tubing used with 1200cc Medi-Vac Guardian canister) Minimum Unit Warranty: 1 Year Minimum Battery Warranty: 1 Year Maximum Suction Decibel: 60 dB or less Delivery shall be FOB DESTINATION: VA Medical Center West Roxbury, 1400 Veterans of Foreign Wars Parkway, West Roxbury, Massachusetts 02132. Delivery shall be thirty (30) days after receipt of order (ARO). The Contractor is responsible for all freight charges. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Bid MUST be good for 30 calendar days after close of Buy. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. The following factors shall be used to evaluate offers: 1. Technical capability of the item offered to meet the Government requirement 2. Price A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
