Repair CDC Playground Fall Protection - Solicitation# FA4621-15-T-0004 SOLICITATION DATE: 12 August 2015 QUOTES DUE: NLT 2 PM CST, 26 August 2015 Purchasing Agency:22d Contracting Squadron - 22 CONS/LGCB McConnell Air Force Base, Kansas 67221 In accordance with FAR 12.603(c)(2): This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-83. This solicitation is issued as a request for quotation IAW FAR Part 12 & 13. Submit written quotes in reference to Request for Quote (RFQ) solicitation number: FA4621-15-T-0004 The Government intends to award a Firm Fixed Price contract based on Lowest Price Technically Acceptable. The associated NAICS code for this acquisition is 238990 with a size standard of $15,000,000.00. The following is a description of the proposed contract line items (CLINs) as dictated in the attached request for quote: CLIN 0001: Remove and replace Fall Protective Impact Surfacing. The Contractor shall provide plant, labor, materials, supervision, transportation, and equipment and perform all necessary improvements, to remove and replace Fall Protective Impact Surfacing on two existing playgrounds on B-337, McConnell AFB, Kansas. All work shall be completed in accordance with the Statement of Work, dated 31 March 2015. If submitting an "or equal" requirement all information required by this clause must be submitted. -In accordance with FAR 52.219-6, Notice of Total Small Business Set-Aside, this is a notice that this order is a set-aside for small business concerns. Only quotes submitted by small business concerns will be accepted by the Government. Any quote that is submitted by a contractor that is not a small business concern will not be considered for award. -Notice to Offerors: Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Per AFFARS 5352.201-9101 OMBUDSMAN (APR 2014), the following applies: (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Mr. Gregory S.
