- This is a PRESOLICITATION notice to publicize the planned solicitation release for the Deployable Adaptive Global Responder Support (DAGRS) requirement in September 2015. This is NOT a request for proposals, is NOT an authorization to begin work, and does NOT commit the Government to purchase any services. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of any responses to this notice. The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Research Triangle Park (RTP) Division has a requirement for Research and Development as defined in DFAS-IN Manual 37-100-11. Requirements may support the Research Development and Engineering Command (RDECOM), Communications Electronics Research Development and Engineering Center (CERDEC), Night Vision Electronic Sensors Directorate (NVESD) Quick Response Branch (QRB), Department of Defense (DoD) and other Government agencies. Requirements may also include incidental non-personal services within the scope of mission area performance. The DAGRS multiple award indefinite-delivery indefinite-quantity (MA IDIQ) contract vehicle will provide a diverse group of organizations research and development support in the following areas: Technical Development and Support - provide technical support to develop and produce operational equipment, subsystems and systems for employment in responder missions. This will include: design, development, fabrication, documentation and technical support (including field service representatives) of equipment and systems for responder missions. The Contractor shall provide incidental management, administrative and technical personnel and equipment, for units, COCOMs, TSOCs and other headquarters or command and control elements that are engaged in responder missions. Technical Integration - conduct all necessary activities to ensure that equipment, sub-systems and systems are well integrated with appropriate units, platforms, vehicles, or weapon-systems to achieve responder mission objectives and requirements. Operational Integration - the Contractor coordinate with appropriate Army, Navy, Air Force and Marine Headquarters and subordinate units to enable employment of responder capabilities with unique requirements and capabilities on highly accelerated schedules. This requires the assimilation of responder support capabilities with individual Service and joint, multi-agency, and multi-national operations, acquisitions and logistics processes. The anticipated ceiling amount for the DAGRS contract is $480 Million. The anticipated ordering period is five (5) years. The place of performance will be determined at the individual task order level and may include government sites and/or off site contractor facilities. The place of performance may be CONUS, OCONUS or a combination of CONUS and OCONUS locations to support requirements worldwide. This requirement will be procured through full and open competition. The Government anticipates making eight (8) awards under this MA IDIQ, with four (4) being reserved for small business. All responsible sources may submit a proposal in response to the solicitation when it is issued (NOT this pre-solicitation notice). The anticipated award date is December 2015. No phone calls will be authorized. Contractors shall not contact any other Government personnel regarding this notice or the DAGRS requirement other than the individual designated above. Contacting any Government personnel other than the individual designated above may result in an organizational conflict of interest (OCI) and may result in a contractor being excluded from the competition and consideration for award.
