OFFADD: 42 CONS/LGCA-1 50 LeMay Plaza South Montgomery, AL 36112 SUBJECT: Rock Wall Auto Belay System DUE: 24 Aug 15 POC: SrA Mariah Delaney, Contract Specialist, Phone: (334) 953-3266; Fax (334) 953-6170 DESC: The 42 nd Contracting Squadron at Maxwell Air Force Base is requesting information for auto belay climbing systems. This is a Request for Information (RFI) ONLY. It is not a Request for Proposal (or solicitation) or an indication a contractual commitment will exist for this requirement. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The purpose of this market research (Source Sought) is to determine if the furniture items below are commercially available. CLIN 0001-AA: Parts IAW Attached SOR (QTY 1 Each) CLIN 0002-AA: Installation IAW Attached SOR (QTY 1 Each) CLIN 0003-AA: Training IAW Attached SOR (QTY 2 Each) Firms responding to this RFI are asked to provide the following information in their initial response: company's full name, business size, address, point of contact, and a clear indication as to whether or not they can provide the items the government is seeking. Final responses to this RFI will be due at 2pm, Central Standard Time (CST), on 24 Aug 15. As industry may expect to see portions of submitted information in future solicitations, portions of the response containing proprietary information should be clearly marked as such. Information submitted will not be returned to the respective respondents. Oral submissions of information are not acceptable and will not be accepted in response to this notice. Please use this contact information for any questions. Attachment 1: Statement of Requirements Officer Training School (OTS) ROCK WALL AUTO BELAY TRAINING AND INSTALLATION 1.0 SUMMARY OF REQUIREMENT. Officer Training School (OTS) requires new auto belays for the rock wall. This requirement is for the purchase of two new Auto Belays, including all the necessary hardware and software, as well as associated installation and training. 2.0 BACKGROUND Due to the inherent risk involved with participation in the Ropes Course there is a great deal of emphasis on the quality of training that safety personnel or facilitators receive. Air Force Instruction 36-2202, Air Force Obstacle Course Program, defines ropes courses as commercial "Challenge Courses" installed, operated and inspected in accordance with Association of Challenge Course Technology (ACCT) standards. For continuity of training and operations OTS members should obtain training directly from ACCT certified professionals with at least 3 years' experience with these types of courses. 3.0 DESCRIPTION OF ITEMS. 3.1. The contractor must be accredited by the Association of Challenge Course Technology as a Professional Vendor Member and show proof of such certification. 3.2. The contractor will provide one instructor. The instructors must meet or exceed trainer qualifications for a Professional Vendor Member in the Association of Challenge Course Technology and have at least 3 years' experience on these types of courses. 3.3. The work required by this contract shall be performed in accordance with this SOW. 3.3.1. The contractor will install the new Auto Belay for the Rock Wall as well as removing the old unit. 3.3.2. The contractor will bring all installation materials necessary to install the new unit. 3.3.3. The contractor will bring two (2) Auto Belay systems. 3.3.4. The contractor will provide training on the Auto Belay systems to the Field Training Instructors. 3.3.4.1. The contractor will provide OTS Field Training Flight with documentation showing the level of knowledge and proficiency of each participant. 3.3.5. All course curricula must be in accordance with Association of Challenge Course Technology (ACCT) standards and be approved the government. 3.3.5.1. The contractor must submit course curricula with their bid. 3.3.5.2. The minimum acceptable course curricula will include, but is not limited to, the following: 3.3.5.2.1 General Safety: includes definitions, importance and discussion of course safety 3.3.5.2.2. Operational Equipment: includes knowledge, application and usage 3.3.5.2.3. Rock Wall Procedures: includes proper set-up, techniques and instruction 3.3.5.2.4. Auto Belay Maintenance and Inspection: includes operational knowledge of course maintenance and inspection standards 4.0 INSTALLATION AND TRAINING. 4.1 The contractor shall install, test, and provide training on the equipment. The contractor shall coordinate the installation and training visit with the Field Training Office. 4.2 The contractor shall perform test transactions with the Field Training Instructors. 4.3 The contractor shall provide training on preventative maintenance measures which include everyday wear and tear, as well as proper storing of the equipment and accessories. 4.4 The contractor shall provide customer with all books, manuals, literature, CDs and DVDs and other documentation on all equipment installed. 5.0 GENERAL INFORMATION. 5.1 All equipment must be new; no refurbished or resealed parts. 5.2 Delivery, installation, and training needs to be completed by 30 Sep 2015.
