Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E144, Bethesda, MD 20892, UNITED STATES Description: National Cancer Institute (NCI), Office of Management (OM), Technology Transfer Center (TTC) plans to procure on a sole source basis the services for FileMaker Pro software development expertise, as described below, from DATAWAVES, 12070 East Sugar Maple Ct., Suttons Bay, MI 49682-9590. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) using simplified acquisition procedures for commercial acquisitions, and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 541511 and the business size standard is $27.5M. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price, Indefinite Delivery Indefinite Quantity (IDIQ) type contract. The period of performance of the IDIQ contract is sixty (60) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The TTC is responsible for negotiating agreements between NCI scientists and private sector companies, universities and non-profits for the collaborative development of federally funded bio-medical research into commercially available products, and the continued resource sharing that is part of the mission of the National Institutes of Health (NIH). In addition, the TTC is also a Competitive Service Center (CSC) for technology transfer. Under the CSC, the TTC negotiates agreements for ten (10) other institutes of the NIH. One of the TTC's responsibilities related to the negotiations of agreements is to track within the Technology Information Management System (TIMS) database the agreement negotiation process from the initial request of execution of the agreement, and through agreement expiration to final destruction of the physical file itself. This process can span several years and involve many tracking dates and issues which are all recorded in TIMS. TTC currently negotiates eight (8) different types of agreements for the NIH. The TTC has used FileMaker Pro software to track its agreement negotiation process and invention deadline management since 1992 starting with an ‘in-house' developed flat database. As the scope of the TTC's responsibilities and the number of agreements to track increased, TTC contracted with a FileMaker Pro developer, DATAWAVES, to convert the flat files to a relational database which is called TIMS. DATAWAVES has been the TTC Contractor to develop TIMS since its inception and launch in 2002. Since then, the TTC has contracted with DATAWAVES to upgrade the database system several times using the latest version of FileMaker Pro available. The TTC will soon be converting from FileMaker Pro 11 to FileMaker Pro 13; the former is incompatible with the latter and conversion by a Database Developer is necessary. The purpose of the acquisition is to contract for FileMaker Pro software development expertise to maintain the NCI, TTC's TIMS database computer software functionality, update the software and design functionality of the TIMS database to maximize the capabilities of the FileMaker computer software in which the TIMS database is written. Contractor shall perform the following tasks: Task Area 1: TIMS CRM maintenance to include: • Assist NCI server support staff when the FileMaker server has problems. • Make minor changes, such as but not limited to, fields, value lists, and screen layouts that do not require extensive programming. • Provide advice and help by phone and/or email to the TTC TIMS administrator. • Correct newly discovered "bugs" and/or system generated errors. • Add XML fields required for new forms and documents. • Correct any problems related to the electronic import of data. • Correct any problems related to the electronic connection from within TIMS to other software such as Outlook, Word, Excel, and file transfer. This includes deploying maintenance updates to third party plug-ins registered to the TTC and required by the TIMS CRM system. The minimum quantity of hours to be ordered for this Task Area will be (200) and the maximum quantity of hours to be ordered will be (825) during the Period of Performance of the IDIQ contract. Task Area 2: Architect, program and deploy updates to the database to reflect work flow and office policy changes within the TTC. The minimum quantity of hours to be ordered for this Task Area will be (80), and the maximum quantity of hours to be ordered will be (700) during the Period of Performance of the IDIQ contract. Task Area 3: Provide FileMaker programming to allow the regular transfer of data between TIMS and other NIH databases, such as but not limited to, CRADA and/or MTA data from TIMS to the NIH OTT TechTracS database, Material Transfer Agreements from an NIH-wide database used for the request for NIH materials by University and other non-profit organizations, collaborative opportunity advertisement data from TIMS to the TTC Website database, EIR, patent and license data from the NIH OTT TechTracS database, royalty data from the NIH Office of Financial Management, and marketing data from the TTC's Oracle database. The minimum quantity of hours to be ordered for this Task Area will be (10), and the maximum quantity of hours to be ordered will be (500) during the Period of Performance of the IDIQ contract. Task Area 4: Upgrade FileMaker software to newest version supported by the NCI. Modify programming code as needed so TIMS CRM data in the older FileMaker version is transferred correctly to the new version and all database functionality works correctly. The minimum quantity of hours to be ordered for this Task Area will be (10), and the maximum quantity of hours to be ordered will be (500) during the Period of Performance of the IDIQ contract. Final task products shall be Section 508 compliant for § 1194.21-Software Applications and Operating Systems. TIMS CRM design is copyrighted to Colleen Hammersley, DATAWAVES, 2002. The services for FileMaker Pro software development are provided by DATAWAVES. The proposed source is the only known organization that can perform all of the technical requirements in the SOW. The proposed Vendor's demonstrated expertise in maintaining the TIMS database computer software functionality, updating the software, and design functionality of the TIMS database has spanned several years from the database's inception. This requirement supports the continuation of the ongoing tracking of the TTC's agreement negotiation process and invention deadline management efforts mentioned above. Substantial support services contributing to the TTC technology transfer program's continuation have been provided by the proposed Vendor and their unique qualifications. Because of the continuing, deadline driven nature of the TTC technology transfer program, the unique performance qualifications of the needed services are required for maintaining the integrity and quality of negotiating agreements between the NCI scientists and private sector companies, universities and non-profits for the collaborative development of federally funded bio-medical research into commercially available products. A change would be disruptive to the NCI's technology transfer program productivity and throughput, and would negatively affect the TTC's overall performance, including fulfilling the continued resource sharing that is part of the mission of the NIH. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 4:00PM EDT, on August 25, 2015. All responses and questions must be in writing and faxed (240) 276-5401 or emailed to Catherine Muir, Contracting Officer via electronic mail at muirca@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
