Description
The Medical Countermeasure Systems Critical Reagents Program (MCS-CRP) is seeking interest from commercial entities with the capability to satisfy United States Army requirements for the procurement of critical reagents. These critical reagents will include, but not be limited to, bacterial and viral antigenic strains. Furthermore, these Critical Reagents will support a Product Demonstration Model (PDM) for a follow on competitive Lateral Flow Immunoassay (LFI) strip manufacture award. The LFI technology allows for the detection of various biological threat agents by antibodies that are specific to the protein or organism of interest. The CRP serves as the principal resource of high quality, validated, and standardized biological reference materials, reagents, and assays that meet the technology-development and sustainment needs of the Department of Defense and its partners; support the biological defense community's mission by facilitating the transition of new technologies and coordinating their advanced development, efficient production and timely distribution. Respondents with interest, experience, and capability to provide the above mentioned critical reagents are encouraged to respond. Specific functional capabilities include, but are not limited to, the following: a) Produce inactive viral and bacterial antigens (see the CRP catalog at: http://www.jpeocbd.osd.mil/packs/Default.aspx?pg=1220 ) of interest to CRP under QA/QC certified QMS using validated protocols and procedures or provide any/all of the fourteen (14) Antigens and specificity panel of 28 relevant environmental and biological entities to support only the PDM b) Stability testing that captures reagent shelf life c) Quality assurances and controls (QA/QC) that meet the accreditation to the most appropriate international standards through an internationally recognized accreditation body of those reagents d) QA/QC that ensures critical reagents are shipped of verified quality, concentration and activity e) Standardized receipt, cataloging, maintenance, and shipping f) Characterization of the viral and bacterial antigenic material g) Technical assistance This is not a request for competitive proposals, but parties interested in responding must furnish in writing, a 3-4 page (not including cover page, index, or list of references) synopsis of their capability to accomplish the described work effort. Companies responding to this notice must provide complete contact information (telephone, address, email address). The North American Industry Classification System (NAICS) for this notice is 325413. The Government will retain comments and information received in response to this notice. Proprietary information should be identified as Company Proprietary. Do not use Government Security Classification markings. Any information provided to the U.S. Government in response to this sources sought notice is for planning purposes only and will not be used as a selection consideration factor in any U.S. Government contract competition. Should the U.S. Government elect to pursue the subject requirement, and official Request for Proposal will be released at a later date in accordance with FAR Part 5. This Sources Sought Notice allows qualified sources for this requirement to self-identify. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is not to be construed as a commitment by the Government nor will the Government pay for any information solicited. No solicitation document exists or is guaranteed to be issued as a result of this notice. All written responses must be received by 28 August 2015.
