- Extension of Contract HHSN273201400014C, "Clinical Research Support Services" THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED AS A RESULT OF THIS ANNNOUNCEMENT. This notice is being published by the National Institute of Environmental Health Sciences (NIEHS) in accordance with the Federal Acquisition Regulation (FAR) Parts 5.201 and 5.204 which require notice of a proposed action. This is a notice of intent to acquire the extension of services currently provided under Contract Number HHSN273201400014C. This is not a request for competitive proposals. The statutory authority for this sole source action is 41 U.S.C. 2539(c)(1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services can satisfy agency requirements. For the Government to consider any other source(s), inherent duplication of costs to the Government, the need for consistency and continuity of services, and unacceptable delays in service do not make competition feasible. Award is subject to Justification and Approval (J&A). NIEHS intends to negotiate with Social & Scientific Systems, Inc. (SSS) of Silver Spring, Maryland under the authority of FAR 6.302-1 and HHSAR 306.302-1. The contract extension will provide the Office of Clinical Research (OCR) and the Division of Intramural Research (DIR) at the NIEHS with necessary continued Clinical Research Support Services for as little as six (6) and up to twelve (12) months beyond the current expiration date of September 29, 2015. Services provided under the current contract require the contractor to (1) assist in the implementation of new clinical research studies, (2) administer treatments and/or implement intervention in study subjects, (3)provide medical care to study subjects on an in-patient and/or out-patient basis (4) assist in collection of data and biological materials, (5) store specimens collected during studies and maintain inventories, (6) isolate cellular, subcellular, and molecular fractions from biological samples and conduct biochemical, immunological, analytical, molecular, and other types of laboratory assays, (7) develop study databases, including the recording and summarizing of data and provide programming support for data analysis, (8)provide bio-statistical support, (9)document all of the individual steps in a specific study, and establish and maintain orderly records of all relevant material, and (10) convert all original questionnaires and other relevant study materials to a form suitable for efficient long-term storage. Proposals for a follow-on contract have already been received in response to solicitation NIHES201401. Although this notice is NOT a request for proposals, the Government will consider all responses received within fifteen (15) days from the posting of this announcement. A determination not to compete the requirement for the proposed twelve (12) month contract extension is solely within the discretion of the Government. Written responses to this synopsis should contain sufficient information and documentation, limited to ten (10) pages, to enable the Government to determine that the responder has the bona fide capability to fulfill this requirement. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice. Please e-mail responses regarding this requirement to Thomas M.
