- solicitation for Emergency Drinking Water - please note will now be contract with three 12-month tiers instead of a base year with 2 options. This item is used by the Armed Services in emergency situations where water and resupply is not available. It is potable, colorless, odorless, and hermetically sealed in either a 4 fluid ounce or 125 ml trilaminate disposable, flexible pouch with or without a spout. The contract will be for three 12-month tier periods. It will be a firm fixed price contract with NO EPA clause and awarded to the lowest priced, technically acceptable (NATICK approved PDM) offeror. The solicitation will be open for 30 days - closing date is September 14, 2015 3:00 pm EST. The minimum/maximum for the 3 pouches will be (per year): Side spout - min 50,000/max 150,000 Center spout - min 75,000/max 225,000 No spout - min 175,000/max 525,000 These total a minimum of 300,000 pouches and a max of 900,000 per year. There will NOT be a Surge and Sustainment requirement. Delivery orders will be issued against the contract with required delivery no later than 60 days from the date of order. Items will be delivered in CONUS to East and West Coast distribution centers along with a few Air Force bases. Please see attachments for technical data.
