Description
This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. N02RC52688-85 includes all applicable provisions and clauses in effect through FAR Federal Acquisition Circular (FAC) 2005-81, simplified procedures for commercial items. This acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 and under the authority to use simplified procedures for commercial requirements as provided in FAR Part 13. This requirement is assigned North American Industry Classification System (NAICS) code 334516 with a size standard of 500 Employees is being considered. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. BACKGROUND The U.S. Department of Health and Human Services, National Institutes of Health, National Cancer Institute (NCI), Center for Cancer Research (CCR), plans to procure One (1) Brand Name or Equal Spark 10M Multitmode Microplate Reader. The salient characteristics that apply to this acquisition are as follows: • Top and bottom fluorescence reading ability • Monochromator based absorbance reading from 200-1000nm o Significance: Needed for ultimate flexibility in absorbance assays. Covers the full spectrum of possible absorbance assays the NCI/CCR may want to perform • Ultrafast absorbance scanning from 200-1000nm in single nm steps in under 5 seconds o Significance: Used for quickly characterizing full spectrum of dyes and molecules to determine peak absorption as well as DNA/RNA quantification and purity ratio determination. • Monochromator based fluorescence reading from 230-900nm excitation and 280-900nm emission o Significance: Extra wide fluorescence spectrum allows for the largest variety of fluorophores to be detected for current and future assays. • Automatic Gain Regulation o Significance: For NCI/CCR's long term kinetic assays, fluorescence signal continually increases over time which can eventually oversaturate PMT. This prevents oversaturation by automatically reducing gain when signal nears saturation point. • Dedicated luminescence module with 2OD attenuation for expanded 8 decade dynamic range o Significance: Allows for low limits of luminescence detection while giving it the ability to detect very wide range of signal intensities within same luminescence run. This is essential for measuring wide variety of sample concentrations within same read. • Automated lid lifting o Significance: Required for use of Evaporation Control Cassette. • Evaporation Control Cassette Compatible with Lid lifter device to allow for evaporation control in conjunction with reagent addition to plate o Significance: During NCI/CCR's long term kinetic assays, this feature allows NCI/CCR to greatly reduce evaporation rates while still allowing for reagent addition mid run. This unique feature \is the only solution for controlling evaporation while allowing for manual or automated reagent dispensing mid run. • Capable of reading 6, 12, 24, 48, 96, and 384-well microplates o Significance: A multitude of microplates are required for NCI/CCR's various assays and allows NCI/CCR to vary sample throughput. • Heating to 42C o Significance: Required for cell based assays where rate of cell grow is measured over a specific time period. • Linear, Orbital, and Double orbital shaking with user controlled amplitude o Significance: Required for sample agitation and mixing to allow for consistent accurate reads. PAYMENT Payment shall be made upon the delivery and acceptance of all required items. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. HHSAR 352.203-70 ANTI-LOBBYING (MAR 2012) Pursuant to the current HHS annual appropriations act, Public Law 112-74, except for normal and recognized executive-legislative relationships, the Contractor shall not use any HHS contract funds for: (a)Publicity or propaganda purposes; (b)The preparation, distribution, or use of any kit, pamphlet, booklet, publication, electronic communication, radio, television or video presentation designed to support or defeat the enactment of legislation before the Congress or any State or local legislature or legislative body, except in presentation to the Congress or any State or local legislature itself; or designed to support of defeat any proposed or pending regulation, administrative action, or order issued by the executive branch of any State or local government, except in presentation to the executive branch of any State or local government itself; or (c)Payment of salary or expenses of the Contractor, or any agent acting for the Contractor, related to any activity designed to influence the enactment of legislation, appropriations regulation, administrative action, or Executive order proposed or pending before the Congress or any State government, State legislature or local legislature or legislative body, other than for normal and recognized executive-legislative relationships or participation by an agency or officer of a State, local or tribal government is policymaking and administrative processes within the executive branch of that government. PRICE PROPOSAL The Offeror shall prepare a price proposal that contains all information necessary to allow for a comprehensive evaluation of the prices quoted. Specifically, your quote must include the following: Federal Tax Identification Number (TIN); Data Universal Numbering System (DUNS) Number; and Business Size (e.g., small or large).
