- National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) is hereby soliciting information about potential small business sources for the Safety and Mission Assurance Support Services (SMASS) III in support of the NASA KSC Safety and Mission Assurance (SMA) Directorate. NASA KSC SMA Directorate is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for SMA Support Services. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. The SMASS III is a follow-on to the existing SMASS II contract. The KSC SMA Directorate supports active NASA Programs and Projects at KSC providing mission assurance, engineering, and risk assessment in the disciplines of safety, reliability, and quality both at KSC and other sites supporting KSC Programs and Projects. The SMASS III contract may contain requirements in the following areas, including but not limited to: System Safety engineering and analysis, Quality Assurance and Engineering, Mission Assurance and Integration, Reliability and Maintainability, Software Assurance, Range Safety, Independent Assessment, Expendable Launch Vehicle Payload Safety, and Metrology and Calibration. Interested businesses, certified 8(a) small businesses and non-8(a) small businesses which meet the size standard provided below, are requested to provide their name, address, size of business, ownership, average annual revenue for the past 3 years and number of employees, and capability statements shall not exceed 5 pages providing detailed information demonstrating their technical capability to perform all aspects of the effort described herein, including their qualifications, capabilities, experience and past performance history. Responses must also include the following: whether the respondent is a large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past three years (highlight relevant Safety and Mission Assurance work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number). The NAICS Code and the small business size standard for this procurement are 541330 Engineering Services, except Military and Aerospace Equipment and Military Weapons/ $38.5M respectively. The offeror shall state in their response their size status for this procurement. This presolicitation synopsis is for information and planning purposes and shall not be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results and no information contained in the responses will be released publically. Responses to this synopsis may be utilized in formulating the Governments acquisition strategy and requirements. All responses should be provided electronically in Microsoft Office compatible document format. Responses should not exceed 5 pages (format: 8.5 x 11, 12-point, Times New Roman font) and should reference NNK16ZOW001L. Interested firms are requested to submit their capability statements electronically to Donny Wood by e-mail: donald.wood@nasa.gov no later than 8:00 AM EST on August 31, 2015. The anticipated release time frame for any RFP is the first quarter of Government fiscal year 2016. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service.
