- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT. This is a Notice of Intent announcement that the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) intends to negotiate on a sole source basis, under authority of FAR 13.106-1(b)(i) with Woods Hole Oceanographic Institution, Department of Computer Information Services, 86 Water Street, MS 46, Woods Hole, MA. The subject requirement is to provide all personnel, equipment, materials, supervision, services and telecommunications connectivity necessary to provide for the access to, operations, and maintenance support of identified internet communications activities for the NEFSC’s Woods Hole Laboratory. The following network services include: (1) Access to WHOInet via an 10/100/1000 MB Ethernet connections; (2) Unlimited access to leased line, broadband and fiber optic; (3) access to the Internet through WHOI Multi-Homed Internet Service Provider (ISP) connections; (4) Primary and secondary Domain Name Service as requested; (5) Consultation (Monday-Friday, 8:00 a.m. - 4:00 p.m., excluding federal and local holidays, as available) on the operability of the internet connection to WHOInet; (6) Wide Area Network access to the Internet gateway; (7) Provide 1000 static Internet Protocol (IP) license addresses; and (8) consultation on network and telecommunications related issues; and (9) installation of fiber to connect the NEFSC facility at 15 Carlson Lane, Falmouth, MA to WHOINET in the base year. The NEFSC’s Woods Hole Laboratory has maintained internet access through the Woods Hole Oceanographic Institution under an annual contract agreement for over 25 years. Currently, WHOI is the sole provider for affordable and reliable Gigabit level Internet access in the Woods Hole scientific community. WHOI is also the sole provider for 1000 static IP addresses to a single institution. This Internet service is used to support the scientific research, electronic mail, administrative support and network connectivity for over 250 staff at the Woods Hole Laboratory located in 6 building distributed over an 8 mile radius. Woods Hole is remotely located from the nearest Internet Point of Presence (POP) and WHOI is the only institution in the area with the resources to bring high speed Internet capabilities to Woods Hole at a low cost; and because WHOI is a non-profit research organization, they can allow scientific institutions to have high quality and high speed access through WHOINet at a minimal cost. WHOI also provides the fiber backbone (underground and overhead wired infrastructure) for the Woods Hole village and the Falmouth Technology Park. This allows the NEFSC to link multiple remote office buildings to the Woods Hole LAN as if these buildings were co-located. The distance between these buildings is several miles. This infrastructure and connectivity is critical to the NOAA Certification and Accreditation of the Woods Hole LAN, which indicates that these dispersed buildings function as one local area network The reasons justifying the lack of competitions is based on the above mentioned internet communications and technical support services the Government requires to meet its minimum needs, and the factors the Government will use to evaluate information submitted by any firms in response to this Notice. The North American Industry Classification Code (NAICS) for this acquisition is 517919 with a business size standard of $25.5M. This notice of intent is not a request for quote. It is for informational purposes only and shall not be construed as a commitment by the Government. Interested parties may identify their interest by providing a capability statement not later than August 24, 2015 at 12:00PM (EST). The capability statement must provide clear and unambiguous evidence to substantiate the capability of the entity to provide the required supplies and/or equipment. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. No solicitation package is available. Oral communications will not be accepted. If no affirmative written responses are received to determine whether a qualified source is more advantageous to the Government, the award shall be made without further notice to Woods Hole Oceanographic Institution, Department of Computer Information Services, Woods Hole, MA.
