Description
PDF Copy of OIG156835 Solicitation Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of Office of the Inspector General (OIG) intends to sole source to: Kherimba Facility Services 3333 West Kennedy Blvd., Suite 201 Tampa, FL 33609 The US Department of Health and Human Services (DHHS), Office of the Inspector General (OIG), has a need to repair the existing HVAC system to resolve heating and AC issues. The existing conference and evidence room within the Atlanta Office of Investigations suite does not receive proper heating and air conditioning due to configuration of the HVAC system. Kherimba Facility Services is the sole operations and maintenance (O&M) contractor for this particular facility, and are the only entity that can access the space where the control unit for the mechanical system is located. This involves an extensive understanding of the building's HVAC configuration, constant adjustments to the system, and maintenance of the building automation system (BAS). Any other mechanical contractors would require a significant amount of additional time to familiarize themselves with the building system, existing conditions, and standard operating practices used by Kherimba. This means Kherimba has all the technical and historical knowledge and documentation of work that has been completed in the past. This front end system resides in the building's maintenance shop, which can only be accessed by Kherimba and GSA Building Management. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
