- AMENDMENT 0001 is issued to answer questions received. See attached. PLEASE READ CAREFULLY: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted under the authority of FAR Part 13.5, "Test Program for Certain Commercial Items" and therefore the Government will utilize simplified procedures for soliciting competition, evaluation, an award documentation and notifications that comply with FAR Parts 12, 13, and 16.5.This is not a small business set-aside. The solicitation number is M15PS00048 and the solicitation is issued as a Request for Proposal (RFP). The United States Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), is seeking contractor support to develop decommissioning cost estimates for renewable energy facilities within the next five (5) years. The cost estimates will provide BOEM with supporting information and documentation to inform its decision on the amount of decommissioning financial assurance that it will require for each project pursuant to 30 C.F.R. §585.516-517. BOEM ¿s renewable energy regulations at 30 C.F.R. §585.902(a)(1-2) require removal of all project facilities and clearance of any obstructions on the seafloor associated with the project. In the case of a lessee ¿s default or bankruptcy, the decommissioning financial assurance is intended to cover the costs of facility removal and subsequent restoration of the seabed to pre-construction conditions. The Government anticipates awarding multiple Indefinite Delivery Indefinite Quantity (IDIQ) type contracts as a result of this solicitation. Multiple task orders (TO) may be issued under this IDIQ contract on a Firm-Fixed-Price (FFP) basis. Teaming is encouraged to provide a complete solution to this requirement. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-72. It is the Offeror ¿s responsibility to be familiar with the applicable clauses and provisions. The North American industrial Classification Systems (NAICS) code is 541620 entitled, Environmental Consulting Services, with small business size representation of $7 Million. The complete solicitation package is included as an attachment to this Notice. If Offerors experience difficulty accessing the attachments, a request should be submitted to the Contracting Officer via email at Rebecca.Kruse@bsee.gov, and a copy of the RFP will be provided electronically. The RFP includes the following attachments: Section 1- Pricing, Section 2-Statement of Work, Section 3-Terms and Conditions, Section 4- Proposal Preparation Instructions, Section 5- Evaluation of Proposals, and Section 6- Attachments.
