- FAR Clause 52.212-3OFFEROR REPRESENTATIONS AND CERTIFICATIONS - COMMERCIAL ITEMS (March 2015) INTRODUCTION AND AUTHORITY This is a combined synopsis/solicitation (CSS) for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. The Government intends to issue a firm fixed price purchase order using simplified acquisition procedures under the authority of FAR Part 13, "Simplified Acquisition Procedures" This solicitation is a request for quotations (RFQ). The solicitation number is HHS-NIH-NIDA-SSSA-CSS-15-721. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83 dated August 3, 2015. The resultant purchase order will include all applicable provisions and clauses in effect through this date. The National Institute on Drug Abuse, Office of Station Support and Simplified Acquisitions, on behalf of the National Center for Advancing Translational Sciences (NCATS) is seeking to purchase inverted fluorescence microscope with accessories. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE AND SET-ASIDE STATUS The associated North American Industrial Classification System (NAICS) code for this procurement is 333314, with a small business size standard of 500 employees. This acquisition is 100% set aside for small businesses and is NOT available for full and open competition. Only small businesses with the NAICS code listed above are invited to submit a quotation. DESCRIPTION OF REQUIREMENT Background Tox21 is an effort to use the quantitative high-throughput screening (qHTS) approach to profile a collection of 10,000 compounds composed of environmental chemicals and drugs approved for human and animal use against a battery of cellular and biochemical assays for their potential to perturb biological pathways that may result in toxicity. Such a data set could be used to create a systematic view of the biological network and the interactions therein via its response to chemical perturbations. To achieve this goal, a set of assays needs to be selected or designed to measure targets that encompass all pathways that are relevant to toxicity. This request is to purchase an inverted fluorescence microscope for the Tox21 scientific group. The microscope will be used for variety of samples either in the culture flasks or in high density assay plates inside the challenging spaces like incubator and tissue culture hoods. All interested companies shall provide a quotation for the following: 1. One (1) Digital inverted fluorescence microscope that meets the following criteria: •Flexibility to work on applications ranging from simple tissue culture check to more complex analyses oWorks as both phase contrast and fluorescence microscope •Produces superior, publication-quality images oMinimal photo-bleaching oNear diffraction-limited (theoretical maximum) resolution oFour channel images to be acquired and composited in less than 15 seconds with automatic compositing •Records photos, time-lapse series, and videos directly to the computer oLong-term illumination of up to 7 continuous days oAble to take time lapse measurements for up to 6 weeks or more oWill record live videos at up to 30 frames per second oSample types imaged include microscope slides, chambered slides, lab on a chip disposables, microplates, tissue culture flasks, petri dishes, Terasaki plates and biopsy samples •Operable from 0-42°C •Compact size-fits inside an incubator with the following internal dimensions: oWidth 28.8" (73.2cm) oHeight 32.8" (83.3cm) oDepth 20.6" (52.3cm) •Power to the microscope provided by USB-no AC power required In addition, the following accessories are needed: 2. Three (3) filter sets (DAPI, GFP and m-cherry) to detect blue, green, and red fluorophores Objective lenses (described here as brand-name or equal with the accompanying salient characteristics and functional requirements): 3. One (1) Meiji Plan Apochromat 4x objective; NA 0.13, FL 24, WD 17.5mm 4. One (1) Meiji Plan Apochromat 10x objective; NA 0.30, FL 20.0, WD 8.6mm 5. One (1) Olympus LUCPLFLN 20x LWD U Plan Objective; NA 0.45, WD 6.4-7.6mm 6. One (1) Motic 4x EF-N Plan Achromat Phase objective, NA 0.10, WD 12.6 mm 7. EVALUATION FOR AWARD Evaluations shall be conducted in accordance with FAR 13.106. Award will be made to the lowest-priced, technically acceptable, responsible offeror. The Government shall consider technical (capability of the items offered to meet the agency need), price, and past performance. Interested vendors should monitor this announcement closely for any changes. QUOTATION SUBMISSION Quotes are due on 8/26/2015, no later than 11:00 a.m. EST. All responses must be submitted via email to Matthew.Antonini@nih.gov and reference solicitation number HHS-NIH-NIDA-SSSA-CSS-15-721. Responses to this solicitation must evidence the offeror's capability of fulfilling all requirements. The offeror must submit a technical response and a separate price quotation. The technical response shall not exceed 15 single-sided pages. Submission of existing product literature for commercial items is acceptable. The price quotation must include pricing for the numbered requirements (1-8) listed under "DESCRIPTION OF REQUIREMENT." Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Offerors must provide their Company Name, Dun & Bradstreet Number (DUNS), Taxpayer Identification Number (TIN), Business Size, Physical Address, and Point of Contact Information in their responses.
