This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quote (RFQ): W91ZRS-15-Q-0010 Commercial Internet Content Filtering Wireless High Speed Internet for Connecticut Army National Guard Regional Training Institute. Camp Niantic - Niantic, Connecticut The Connecticut Army National Guard (CTARNG), Camp Hartell, 580 North Street, Windsor Locks CT 06096, is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The North American Industry Classification System (NAICS) Code for this requirement is 517110, Wired Telecommunications Carriers, with a Small Business size standard of 1,500 employees. This document incorporates provisions and clauses that are in effect through the Federal Acquisition Circular (FAC) 2005-83, effective July 2, 2015. This Request for Quote (RFQ) for wireless high speed internet service and is being solicited full and open in accordance with FAR 13.106-2. The Government intends to award a Firm-Fixed Price contract one base year with 4 option years, in support of the Regional Training Institute (RTI) CTARNG. There is no current provider at this time. This requirement is for wireless internet service for the Regional Training Institute, Camp Niantic, Niantic, Connecticut and content filtering, event and account log management at all commercial internet instances at Camp Niantic with scalability to all commercial internet instances in CTARNG. The Vendor will: Provide cloud based Content Filtering, event and account log management of existing commercial internet at CP Niantic that is scalable to all buildings at CP Niantic in addition to the entire CTARNG commercial internet. Provide wireless connection to the commercial internet in the RTI building at CP Niantic. The solution should enable and provide mapping of the Network Topology, an Intrusion Detection System, and a Wireless Intrusion Protection System. Hardware and all associated mounting hardware are to be furnished by the contractor. Content Filtering: Must cover all current commercial instances at CP Niantic (4 buildings with multiple users) with room for expansion. Current configuration is from the internet provider supplied modem to Government provided switch in the DMARC to downstream switches in select buildings. Content filtering must be scalable in that it can cover up to 33 locations besides CP Niantic and be centrally and securely managed by the Government from other CTARNG locations or any other location. Vendor is responsible for updating blacklisted sites and related heuristics, possibly through subscription service or maintenance contract. The vendor is responsible for maintaining a menu of categories (such as bit torrent or gambling) for CTARNG to choose from. Vendor provides the means through which CTARNG chooses the multiple categories to enforce, possibly via a cloud based application. The Government must be able to update settings at any time. Remote administration of content filtering by CTARNG is a requirement. Wireless capability in the RTI building will cover areas as listed in Areas A and B in each quote option below. Additional features include but are not limited to: a) Allow users to move through wireless supported areas of RTI without loss of connection. b) Adaptive optimization to eliminate manual adjustments by the Government. c) Mesh routing between access points to extend wireless to locations where it is cost prohibitive or difficult to wire. d) Remote administration by the Government is a requirement. (End of Provision) 52.212-2 -- Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the solution offered to meet the Government requirement for providing necessary equipment and installation of the system. (ii) price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
