Description
The U.S. Army Corps of Engineers, Kansas City District will host a Small Business Industry Exchange Forum for the National Geospatial-Intelligence Agency Next NGA West Campus (N2W) program. For industry's convenience, there will be two venues (the same information will be provided at both venues). September 1, 2015 at 1:30 PM located at Katy Cavins Community Center in O'Fallon, Illinois, and on September 2, 2015 at 9:30 AM located at the Central Library, St. Louis, Missouri. The purpose of this Industry Exchange is to improve Industry's understanding of USACE's requirements, answer questions on the N2W Program and gain an understanding of how the small business community can support this program. For planning, logistical and security purposes, contractors interested in participating shall RSVP by submitting your company name, address, and the names of no more than two attendees to Jay.B.Denker@usace.army.mil no later than August 28, 2015. The presentation will begin at 9:30 AM and will conclude by 11:00 AM Location: St. Louis Public Library - Central Library - Auditorium 1301 Olive Street, St. Louis, MO 63103 RSVP no later than: August 28, 2015/please indicate the event you will attend RSVP to: Jay.B.Denker@usace.army.mil RESPONSE REQUESTED: The US Army Corps of Engineers, Kansas City District is seeking a construction contractor to execute the construction of a replacement campus for the National Geospatial-Intelligence Agency's (NGA) 2nd Street, St. Louis facilities, as part of the Next NGA West Campus (N2W) program. The project is tentatively programmed for construction in the FY18 through FY23 timeframe and would consist of one site in the metropolitan St Louis area. There are four sites under consideration. Additional information on these sites can be found at the following website: www.NextNGAWest.com. We anticipate site selection to occur in Spring 2016. Regardless of which site is selected, the N2W campus complex consists of the following components/improvements: a. Secure Analysis Facility (approx 800,000 sf) b. Central Utilities Plant (approx 38,000 sf) c. Structured Parking (approx 1,000,000 sf) d. Visitor/Entry Control Center (VCC) (approx 7,300 sf) e. Remote Vehicle/Truck Inspection Facility (approx 6,500 sf) f. Associated Site improvements (roads, utilities, landscaping, etc) g. Installation of Fixture, Furnishings & Equipment (FF&E) and Passive IT cabling. N2W Requirement: The N2W campus is required to replace mission critical facilities in St. Louis that have exceeded their service life. The project will accommodate new technologies and processes that will generate beneficial synergies through integration, collaboration, and geospatial data immersion. The 'purpose-built' facility will provide an open flexible work environment that is scalable, reconfigurable, and adaptive to changing mission requirements and the associated changes in workflow and data sharing methodologies. The project will provide NGA's workforce with safe, secure, and efficient facilities that will meet the agency's long-term requirements and vision for Geospatial-Intelligence (GEOINT) and will be consistent with the Director National Intelligence (DNI) facilities strategic plan. The Kansas City District is soliciting feedback from industry as part of our market research efforts associated with this acquisition. The following information is requested with this Small Business Industry Exchange Forum Invitation announcement with a limit of ten (10) pages for your response. Responses are due by 11 September 2015, they can be hand delivered at either of the two Industry Exchange events, or e-mailed to the POC listed at the bottom of this request on or before 10:00 AM Friday 11 September 2015. 1. Organization name, address, email address, website address, telephone number, and business size (small or large) and type of ownership for the organization; include DUNS number and CAGE code. 2. Firm's interest in participating in the N2W program. Please address your firm's specific capabilities and interests for particular scopes of work, specialty trades, or areas of expertise. Also address your firm's bonding capacity. 3. Experience: Interested firms are requested to provide examples of relevant project experience. Relevant experience would be projects involving work, as a sub-contractor, on large complex projects in a congested or restricted site which may include special or unusual security requirements. Special or unusual security requirements would include requirements for total supply chain management, no foreign/undocumented workers, National Agency background checks of all workers, etc. 4. Although the N2W site has not been selected and design has not started on the N2W campus, the Government recognizes that this will be a large, complex project. We would appreciate receiving input from small businesses on their recommendations on how to structure the construction to maximize small business participation. 5.
