- SOURCES SOUGHT Universal Class Online Education Courses The Air Force is publishing a Sources Sought Synopsis. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The purpose of this Sources Sought is to determine if there are any businesses available who are capable of providing the information described herein. The USAF has a requirement to support online education. This will be utilized to explore career opportunities, earn certificates and continuing education units, and pursue hobbies and other interests. This requirement is planned to fulfill a need for AF personnel and their dependents, civilians and joint services personnel authorized to use the base library. One method of meeting this requirement is a subscription to Recorded Books LLC Universal Class, which provides access to hundreds of courses to include, but not limited to, entrepreneurship, arts and photography, social work, writing skills, science, How to / Do it yourself, finance, health and medicine, homeschooling, law and legal, and parenting and family. The description above is being utilized to describe the requirement. The USAF is looking for alternative sources/other subscriptions that can meet this USAF requirement. The method is anticipated to be a one-year subscription. This request for information will support market research being conducted by AFLCMC/PZIEC to identify capable potential sources. The acquisition strategy has not yet been determined. Market research results will assist the Air Force in determining whether this requirement will be full and open, a small business set aside, or a sole source acquisition. If this effort becomes a Small Business Set-Aside, FAR 52.219-14, "Limitation on Subcontracting" will apply. Therefore, small businesses that want to be considered for a small business set-aside should demonstrate how they could comply. Companies may be contacted if further information is needed to help us to understand the marketplace. Company Information to include: a. Points of contact, addresses, email addresses, phone numbers b. Identification as a large U.S. business, small U.S. business, or a foreign business. c. Identification of any other socioeconomic status including: Woman Owned Small Business, Economically Disadvantaged Women-Owned Small Business, 8(a), Service Disabled Veteran Owned Small Business, Veteran Owned Small Business or HUBZone. d. Please note that size indicated should be based on the NAICS code for this effort listed above. e. A summary of your related capabilities should be brief and concise, yet clearly demonstrate your abilities to meet the stated requirements including: company CAGE Code (awardee will need to be registered in SAM) or DUNS Number, and description of relevant contract experience with Government or commercial customers. Limit responses to a total page limit of no more than 5-7 pages in a Microsoft Word compatible format. 2. Address your approach to how the subscription would be provided as requested above. 3. Provide no more than five contract history matrices for any contract(s) relevant to this effort. (Include information about current work or work completed within 3 years of date of this notice) For all current or past contracts deemed relevant, provide the following administrative reference information. (There is no page limit for this requirement.) a. Company/Division Name b. Program Title c. Contracting Agency d. Contract Number e. A brief description of the contract effort f. Type of Contract g. Delivery Date h. Original Contract & Value and Current Contract & Value i. Name, address and telephone number of Government Program Director/Manager. 4. Any other information you think we need to evaluate your capabilities. Submitted information shall be UNCLASSIFIED. Any information submitted by respondents to this sources sought synopsis is strictly voluntary. The Government will not reimburse the respondents for any costs associated with their response. This synopsis does not constitute a Request for Proposals nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government reserves the right to contact the submitting parties, on an as required basis, for further clarification on material provided. Respondents should not construe this notice as a commitment by the Air Force for any purpose. All responses should be received no later than 20 August 2015, 3:00pm (Eastern).
