Description
INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of National Institute of Arthritis, Musculoskeletal, and Skin Diseases (NIAMS), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Rees Scientific Corporation, 1007 Whitehead Rd, Trenton, NJ 08638-2405 to provide an upgrade to existing environmental monitoring system to the NIAMS located on Building 50, NIH Campus, Bethesda MD. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code is 334290, Other Communications Equipment Manufacturing with a Size Standard of 750 employees. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-83 (Effective July 2, 2015). This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($150,000). This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. BACKGROUND An essential service required by several laboratories within the NIAMS is the maintenance of critical research and reagents at their assigned temperatures. It is required by FDA current Good Manufacturing Practices (GMPs) that certain research be able to document the proper storage of components stored at room temperature, under refrigeration and in -20C to -70C and LN2 freezers. This practice is also required by NIAMS. PURPOSE These laboratories are currently in need of an upgrade of an environmental monitoring system for multiple pieces of laboratory equipment. It will be important that this system can be fully integrated with the existing NIAMS equipment monitoring and alarm system for Building 50 on the NIH Bethesda, MD campus. DESCRIPTION OF REQUIREMENT - System must be capable of providing a pre-alarm notification feature that allows end-users to respond to potential alarm conditions before it's an actual logged event. - Main monitoring nodes must provide power outage notification, dead man alarms, watchdog timers, and back-up battery. - Systems must monitor, record, and alarm both on the network and in a stand-alone (independent) fashion in the event the network failure or connectivity loss. - System training and software updates must be provided. - The ability to integrate the current alarm system with Building 50 facility management/custodial staff/building engineers required. - Pre cleared and badged technicians required. - System must be able to integrate into the Building 10 current REES wireless transmitter alarm system. PERIOD OF PERFORMANCE This is a firm fixed price contract. The period of performance will not exceed twelve (12) months from date of award. DETERMINATION The sole source determination is based on the fact that this system will be an upgrade of an existing proprietary Rees Scientific equipment monitoring system. Rees Scientific is the sole provider for the manufacture, sales, and service of Rees Scientific products. The contractor does not sell or provide parts, software, or validation protocols to any outside vendors or distributors. Rees Scientific Corp. is the sole manufacturer of the Rees Centron monitoring systems already used within NIAMS and other NIH facilities. These systems integrate with each other allowing end users to view, manage, and maintain multiple sites from one location. As a result of proprietary software & hardware used in these systems, only Rees Scientific can provide such services. It is very important that other Rees systems within NIAMS and the proposed system upgrade in Building 50 have the ability to communicate seamlessly together to assure irreplaceable research samples are not compromised. Current portions of the system are proprietary in nature and any interruptions that may be caused by attempting to modify the systems are not easily fixed. If any modifications / maintenance were performed on the Rees Scientific system, it would void the warranties already in place. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by August 31, 2015 at 10:00am EST and must reference number HHS-NIH-NHLBI-CSB-(AR)-RFQ-2015-199-IM.
