- This Special Notice is for informational and planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect cost or changes by the Government will arise as a result of contractor participation in the Synthetic Training Environment (STE) informational Technology/Industry Day. Receipt of this or any other documentation does not constitute a guarantee of involvement. This document and any other associated read ahead package(s) represent a summary outline of the STE Technology/Industry Day activities and is not a legal binding contract, guarantee of contract, or guarantee of future involvement. The Project Manager Integrated Training Environment, under the Program Executive Office Simulation Training and Instrumentation (PEO STRI), in Orlando Florida will conduct an informational Technology/Industry Day on 1-2 September 2015 at the University of Central Florida (UCF) Partnership III Building located at 3039 Technology Parkway, Room 321 A/B/C Orlando, FL 32826. Participation is open to industry and academia on a first come, first serve basis. Pre- registration is required (see below information on How to Register). Due to space limitations, no more than 2 representatives from each company may register to attend. Identification will be required at the time of check-in. There is no cost to attend the Technology/Industry event; however, you must register to attend. Representatives interested in attending shall register by no later than 12:00 pm eastern standard time (EST) on August 27, 2015. No substitutions are allowed; therefore, those representatives who are designated as attendees to this event shall be registered by no later than 12:00 pm EST on August 27, 2015. Due to capacity limitations, we are unable to accommodate walk-ins on the day of the event. During the registration process, all Foreign National Representatives are required to submit their passport number, name, country, and company for which they work. All Foreign Nationals shall be required to present a valid passport as identification during the check-in process. The objective of this event is to communicate to Industry Partners and Academia what is the STE, the STE Collaborative Environment, the Big 6 Science and Technology (S&T) areas, and to address any concerns Industry and Academia Partners may have participating in the Collaborative Environment. The Synthetic Training Environment (STE) is the next generation simulation training program that will modernize the way the Army will train the Force in 2025 and beyond. The STE will converge Constructive, Virtual and Gaming environments into a Single Synthetic Environment. It is the first step toward achieving a vision of a Future Holistic Training Environment-Live/Synthetic (FHTE-L/S). It is a leap ahead from the execution focused, legacy system of systems, and multi-environment approach of the current Integrated Training Environment (ITE). In terms of training capability, the STE will primarily provide a synthetic environment to support the operational domain of training - multi-echelon collective training from small tactical units up to Joint exercises at Echelons above Corps with Unified Action Partners, and any mix thereof. The STE will support training for all warfighting functions, the full operational environment, to include cyber, and the social, cognitive and physical elements of the Human Dimension. It is anticipated that the STE training capability will be delivered in four major increments over a period of time from FY23 to FY32. The program will be managed by the Project Manager Integrated Training Environment, under the PEO STRI, in Orlando Florida. The STE program will allow Industry, Academia and Government Research Labs partners' opportunities to influence the future concepts and requirements for STE. The program plans to involve Industry/Academia partners in early demonstrations of emerging technologies as well as the development of new STE standards and interfaces. The STE open architecture concept will stimulate industry innovation and full and open competition. On day two of the Technology/Industry Day event, the Government intends to conduct one-on-one sessions with industry and academia representatives to address their questions and concerns. Industry may address their concerns regarding Intellectual Property, Organizational Conflicts of Interests (OCIs) and Non-disclosure Agreements (NDAs) in a Collaborative Environment. The list below outlines the intent of the one-on- one sessions: a.One-on-one rules of engagement The Government intends to use this forum to address industry and academia questions and concerns, not to elicit trade secrets or product line marketing. i.All information will be treated confidentially and discreetly. ii.Sales pitch or marketing material will not be accepted. iii.Video, audio, or any other recording devices will not be allowed. iv.20 minutes is allotted for each one-on-one Government-Industry session. In the event of a conflict between this STE Technology/Industry Day announcement and the information contained on the registration website, the information in this STE Technology/Industry Day announcement takes precedence. The General Assembly will be located at PEO STRI Partnership III* with provision for overflow within walking distance. One-on-One Sessions location will be announced during the General Assembly and will be within walking distance. *The main conference room located in Partnership III, has limited capacity; therefore, seating will be provided on a first come, first serve basis in accordance with the time and date of registration. Upon reaching the capacity of the main conference room, registrants will be assigned seating in the satellite conference room for interactive VTC participation in the conference. All registrants will be notified of assigned seating once registration is approved. Please not the following parking restriction for Partnership III building visitors: Due to limited parking in the Partnership II and Partnership II parking lots, ALL visitors shall park in the public/overflow parking lot on the corner of Science Drive and Technology Parkway. The Partnership II and Partnership II parking lots are authorized for building occupants ONLY. Additionally, DO NOT PARK IN THE AT&T PARKING LOT AS YOUR CAR IS SUBJECT TO TOWING AT THE OWNER'S EXPENSE. Please see the attached map for reference.
