Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Laboratory of Genome Integrity (LGI) plans to procure on a sole source basis a service contract for the FACSAria Special Order Flow Cytometry Cell Sorter; SAPPHIRE 488-100 blue laser, COHR 640-40 Red laser, Genesis 355-60 UV laser and one Computer Workstation, from BD Biosciences, 2350 Qume Drive, San Jose, CA, 95131, USA. This process will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 811219, and the business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. This contract is a renewal of an ongoing service contract for this instrument. The period of performance is for a one year base period and four one year Option periods. The base period of performance shall be from September 25, 2015 - September 24, 2016. The research program in the Laboratory of Genome Integrity is focused on the exploration of the causes and effects of genomic instability, mechanisms of DNA repair and the study of DNA repair breakdown as an initiating or protective event in aging and cancers. The program will emphasize a mechanistic understanding of the pathways that maintain genomic integrity, the intersection of these pathways with normal cellular physiology and cancer and the application of these insights to the development of new therapeutic strategies. The laboratory has made major contributions towards a detailed understanding of DNA repair pathway selection as a primary influence on genomic stability and drug resistance/sensitivity in breast and ovarian cancers and the influential role of DNA repair proteins in the promotion of specific hematological malignancies. Thus, the LGI Flow Cytometry Core Facility provides instrumentation and technical expertise to perform state-of-the art flow cytometry analysis and cell sorting. The laboratory currently houses several cell sorters and cell analyzers. The instruments are used daily serving over 200 scientists, annually. This is a renewal of a service contract to support the BD Biosciences, FACSAria Special Order Flow Cytometry Cell Sorter, S/N P46900083. Coverage also includes, the SAPPHIRE 488-100 blue laser, COHR 640-40 Red laser, Genesis 355-60 UV laser and one Computer Workstation. Contractor shall perform two (2) preventive maintenance inspections each year of the contract period. Service shall be performed by technically qualified factory trained personnel. One on-site, emergency repair service visit shall be provided during the term of this contract at no additional cost to the government. Emergency service shall be provided during normal business hours Monday thru Friday excluding Federal Holidays. Upon receipt of notice that any part of the equipment is not functioning properly the Contractor shall within twenty-four (24) hours furnish a qualified factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. Also, the Contractor shall provide unlimited technical support hot-line number for telephone trouble-shooting for the instrument, reagents and applications during normal working hours, except Federal holidays. A sole source to BD Biosciences is intended for this order, based on the fact BD Biosciences is the sole manufacturer of the LSRFortessa Flow Cytometry Cell Analyzer. Due to the nature and complexity of the instruments, the original manufacturer is the only vendor qualified to provide: original parts, software upgrades to the proprietary software, product corrective actions, and telephone technical and troubleshooting assistance, which is required to maintain operability of this vital, mission critical equipment. In addition, no other known repair service has access to the proprietary parts that BD uses on its instruments, or the ability to respond to a service call within 24 hours. This is not a solicitation for competitive quotations. However, if any interested party especially a small business, believes they can meet the above requirement, may submit a quote and statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. All questions, quote, and the capability statement must be received electronically (via email) to Ms. Gwennifer Epps, Contracting Officer, at ge50d@nih.gov in MS Word or Adobe Portable Document Format (PDF) by August 31, 2015 no later than 11:00 AM EST. No telephone calls or facsimiles will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
