- Quote Pricing Sheet This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This solicitation is advertised as a small business set-aside. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted to FEDBIZOPPS ( https://www.fbo.gov/ ). The RFQ number is DTMA92Q1500047. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-83-2-2 effective August 5, 2015. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The U.S. Maritime Administration (MARAD), Norfolk, VA intends to award a firm fixed price contract for the purchase and delivery of one (1) brand name or equal Reel-O-Matic, Model SP-RR10 Re-Reeving Machine in accordance with salient characteristics which is detailed below. FAR 52.211-6, Brand Name or Equal is hereby incorporated below. Provide information required by FAR 52.211-6 when submitting offers for brand name or equal products. CLIN 0001 - Quantity 1 each, Reel-O-Matic, Model SP-RR10 Re-Reeving Machine; model shall include: Must be capable of handling cable reels up to 102" diameter x up to 60" wide x up to 10,000 lbs. Shall have a structural steel main frame construction including a bolt-down deck flange, forklift base, and lift eyes. Shall have a 3" diameter bearing mounted reel shaft with bushings for 4" arbor holes, and loading bar. Shall have a drive arm with adjustable drive pin and integral loading bar. Shall have a safety shaft latches Shall be capable of operating in an outdoor environment, which at a minimum includes: Primer with two coats of enamel paint Stainless or plated hardware, (Does not include stainless steel reel shaft). Power unit rain shield 22 HP Electric Start, diesel engine powered hydraulic system to provide tensioned controlled pay-out and take-up operations. Capable of providing up to 70,000 in/lbs. torque at 0 to approximately 12 RPM. Shall have a Manual hand valve with spring return to center operation for speed and direction control. Shall have a Hand operated pressure relief valve with gauge to adjust torque. Shall have a Slide coupling drive engagement system to provide easy loading and unloading of reel and to allow "free wheel" pay-out operation. The following factors shall be used to evaluate offers: •1) Technical Acceptability •· Acceptable compliance with specified operating characteristics and control features •· Acceptable manufacturer's warranty and service provider proximity •2) Price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Manufacturer's catalog brochures and technical publications describing in detail the proposed Reel-o-Matic in terms of features, physical dimensions and other information relevant to assessing whether the proposed sweeper satisfies the features and characteristics stated in the solicitation. b.
