Pre-Solicitation Notice of Proposed Contract Action IAW FAR 12 and 15, RFP VA-259-15-R-0334 THIS IS A PRE-SOLICITATION NOTICE AND NOT A SOLICITATION: The George E. Wahlen Department of Veterans Affairs Health Care System (VASLCHCS), Salt Lake City, UT and the Network Contracting Office (NCO) 19 Rocky Mountain Acquisition Center (RMAC) have determined through a comprehensive and proficient market research evaluation process that we have an appropriate number of qualified Small Business concerns to conduct a Total Small Business Set-aside Solicitation action for the VASLCHCS Ground Maintenance Requirement to include snow and ice removal during the non-growing season. The proposed solicitation will be issued in accordance with FAR Parts 12 and 15 which shall result in a commercial Firm Fixed Price definitive contract. The contractor is to provide all labor, tools equipment and materials necessary to perform the full scope of work at the VASLCHCS Facility Campus. The contractor's employees are to be supervised by a qualified on-site supervisor who will be responsible for employee direction, performance, appearance, conduct, and quality of workmanship. The period of performance for this resulting contract action will be for one (1) year (base year), and two (2) additional, one-year option periods from the date of award, which is anticipated for October 01, 2015. The final contract award decision shall be based on the Lowest Price Technically Acceptable (LPTA) Source Selection process, whereas the Government will not recognize any value from a proposal exceeding the Government's minimum technical or past performance experience requirements. There are no tradeoffs with price and no-price factors in LPTA. The evaluation factors shall be 1) Technical Capability; 2) Past Performance Experience; (The offeror's technical proposals shall be evaluated to make a determination of acceptability); 3) Service-Disabled Veteran Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) Status; and 4) Price. Request for Proposal (RFP) VA259-15-R-0334 will be available for download on August 20, 2015 (and/or about the week of) on the Fed Biz Ops website. No telephonic requests for this RFP shall be allowed. Offers proposals (fully completed) are to be submitted and received at the VA NCO 19, RMAC, 4100 E. Mississippi Ave., Suite 900, Glendale, CO 80246 and/ or electronically to edward.marshburn@va.gov, no later than September 10, 2015, 4:00 PM MST (COB). The NAICS Code is 561730 with a Business Size Standard of $ 7.5 Million. Additional Requirements: Potential Offerors shall be required to comply with Federal and local regulatory policies, DOL and OSHA safety polices and guidelines. All hazardous materials shall be handled, stored and used in accordance with applicable NFPA, OSHA and EPA standards, as appropriate for all utilized chemicals and materials on Federal property.
