Attachment 3: Directions Attachment 2: Registration Form Attachment 1: Statement of Work The Naval Sea Systems Command (NAVSEA) intends to issue a Full and Open Competitive solicitation (N00024-15-R-5202) for the SQQ-89 Product Supportability Supplies and Services. This contract action is required to ensure integrated logistics development, Equipment Alteration and Installation, Fleet Support and Life-Cycle product supportability across Undersea Warfare (USW) programs. The upcoming contract will consist of a base year with four one year options and will include line items for product supportability and integrated logistics support, installations, materials and travel/other direct costs. Program Executive Office Integrated Warfare Systems (PEO IWS 5) provides integrated USW Combat Systems Management, Fire Control, Command and Control, and On-Board Training to enable surface ships to engage USW targets. These state-of-the-art systems are comprised of integrated subsystems that provide USW search, detection, classification, localization and weapon prosecution for surface ships in both littoral and open ocean environments. Current USW systems provide major capability improvements through hardware and software upgrades using an Advanced Capability Build (ACB) process. Industry Day will be held on 9 September 2015. A tour of the current contractor's facility used to support these requirements via contract N00024-13-D-5250 will be conducted from 0800 to 1000 at the NAVSEA ILC, Lockheed Martin Corporation, 500 Woodlake Drive, Suite 2, Chesapeake, VA 23320. Check-in will be from 0715 to 0745. Walkthrough will begin promptly at 0800. The industry day briefing will be held on the same day from 1300 to 1600 at the Regional Maintenance Center, 9727 Avionics Loop, Bldg. LF-18, Granby Room, Norfolk, VA 23511-2124 and will be UNCLASSIFIED. Check-in will be from 1200 to 1245. Briefings will begin promptly at 1300. The following information is provided: - Industry Day is open to all contractors who have registered for the event and received a registration confirmation. Although unclassified, attendees must have an active clearance to attend. - Attachments 2 and 3 to this synopsis contain pertinent information for this event including the registration form that must be completed and submitted for attendance and/or receipt of briefings. - Registration is required. Due to seating capacity restrictions each contractor will be limited to the total number of their confirmed registrations. Each contractor will be limited to two (2) representatives per company for the tour of the facility and five (5) representatives per company for the briefing on a first come, first serve basis. Deadline for registration is 4:00 p.m. EST, 28 August 2015, or when the limit of 100 people is reached, whichever occurs first. - Walk-in registration will NOT be allowed. - Industry Day briefings will be sent via registered mailed after the event to those registered or requesting the material; no briefings will be provided prior to Industry Day. The Government anticipates a Request for Proposal release in the fourth quarter of FY15. Offerors may submit written questions requesting clarification of solicitation requirements once the Request for Proposal is issued. Specific instructions regarding submittal of questions and posting of answers will be contained within the solicitation. No telephone or email inquiries will be accepted regarding requests for solicitation packages, as a solicitation has not been prepared at this time. IMPORTANT INFORMATION FOR PROSPECTIVE OFFERORS: Registration in the DoD Central Contractor Registration (CCR) database will be a pre-requisite for receiving an award. For more information on the CCR, refer to the CCR website at http://www.ccr.gov/index.cfm. Questions regarding this announcement should submitted no later than 10 working days after release of this announcement in order for the Government to provide a response. After the Industry day, technical questions regarding the briefs should be submitted no later than 18 September 2015.
