- N00164-15-R-JN33 - WEAPON MOUNTS AND STANDS - FSC 1005 - NAICS 332994 Issue Date: 30 SEP 2015 - Closing Date: 29 OCT 2015 - 3:00 PM EDT Naval Surface Warfare Center (NSWC), Crane Division intends to procure machined parts to support Navy Small Arms Program Crew Served Weapon Stands, Mounts, Ground Tripods, Mount Components and Small Arms Program Gun Weapons Systems Assemblies and Components. This procurement's performance requirements are based on, but not limited to, mounts and stands used to support crew served weapons including but not limited to.50 Caliber M2HB, M240B and MK19. This procurement will culminate in the award of multiple Firm Fixed-Price (FFP), Five-year, Indefinite Delivery Indefinite Quantity (IDIQ) supply contracts. Drawings will be provided at time of the solicitation for pricing of repetitive, known requirements. Future emergent requirements that fall under the scope of this requirement may be purchased from a build-to-print line item that will be competed IAW FAR 16.5 when the requirement becomes known. The units procured under this requirement shall be manufactured in accordance with the Statement of Work (SOW), Contract Data Requirements List (CDRLs) and Technical Drawings. Delivery is FOB destination, with inspection and acceptance performed at destination. This requirement will be issued competitively as a 100% small business set-aside and all responsible sources may submit an offer that will be considered. The Government intends to award to the responsible offerors whose offers constitute the best value to the Government, considering technical, past performance, and price related factors. Draft drawings, Draft SOW and Draft CLIN Groupings are being provided with the issuance of the synopsis. Contractors are requested to provide any comments/questions concerning the draft requirements documents prior to the issue date of the solicitation. The CLINs of this requirement will be grouped. Potential contract awardees must propose on all CLINs in their respective group (i.e. if a contractor proposes on GROUP A, they must bid on CLINs 0001 - 0004). Partial proposal of a Grouping will be considered non-responsive and eliminated from evaluation. The CLINs have been grouped into twelve (12) groups with exception to the Open CLIN. In order to be considered for the Open CLIN, the offeror must be awarded a minimum of one (1) of the twelve groupings. Initial contract award(s) will be based on the aforementioned groupings. Offerors shall provide a quantity of one (1) sample product with their proposal to be considered for the contract package. The Sample Product will be constructed and evaluated against the conformance to all specifications and standards outlined in the provided drawing (8347630 REV C dated 1/18/2012 along with associated drawings 8347631 REV C and 5793976 Rev N) and rated as acceptable or unacceptable. Additional evaluation of the sample product will consist of confirming that the sample product meet the test criteria (In accordance with WI - 8166504, Step 12). A sample product failing any of these tests will be rejected, and both the sample product and the written technical proposal will not be further evaluated. Offerors that submit a sample product that successfully passes this evaluation will continue with the full proposal evaluation. As part of the technical evaluation, laboratory measurements and field tests may be used to determine product compliance with all specifications and standards outlined in the provided drawing. Standard measuring tools will also be used for Quality Check of the sample product to include basic dimensions to drawing standards, all radii, and hardness testing. The Sample Product will be provided at no cost to the government and will not be returned to the potential vendors. Sample Products will not be "marked" as to the vendor's name.
