THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EE-133C-15-RQ-0999 is used as a reference ONLY as no HARD Copy will be issued. Inquiries and Questions will only be accepted via email to Lorraine.Edwards@noaa.gov. The U.S. Dept. of Commerce, NOAA, National Ocean Service, NCCOS, Center for Coastal Fisheries and Habitat Research, Kasitsna Bay Laboratory, Seldovia, Alaska has a requirement for Vessel Charter for oceanographic surveys and sampling in Cook Inlet and Kachemak Bay, Alaska. The requirements are provided in accordance with the following Statement of Work: Statement of Work 1. Title Oceanographic Sampling Support Services in Cook Inlet and Kachemak Bay Alaska during summer 2015 for NOAA Kasitsna Bay Laboratory 2. Background The Kasitsna Bay Laboratory (KBL) is a federal marine science research facility located in south central Alaska, approximately 200 miles southwest of Anchorage, near the city of Seldovia on the south side of Kachemak Bay and across from the city of Homer. KBL is part of the National Oceanic and Atmospheric Administration (NOAA), under the U.S. Department of Commerce, and within the Center for Coastal Fisheries and Habitat Research (CCFHR) in the National Centers for Coastal Ocean Science (NCCOS) of NOAA's National Ocean Service. KBL has a requirement to routinely collect seasonal oceanographic, plankton, seabird and marine mammal information in lower Cook Inlet and Kachemak Bay, Alaska, with sampling conducted along three transects in lower Cook Inlet and along two transects in Kachemak Bay. The effort is part of the Gulf Watch Alaska long-term ecosystem monitoring program and also part of a Cook Inlet collaboration between NOAA and the Bureau of Ocean Energy Management. The surveys include deployment of oceanographic instruments to collect measurements from the surface to near bottom, zooplankton net tows, and surface phytoplankton sampling. Oceanographic instruments to be deployed at specific stations along each sampling transect include a Seabird 19Plus conductivity-temperature-depth (CTD) profiler in a steel cage and a Niskin water sampling bottle that can collect water samples at depth. A seabird and marine mammal observer will also make observations from the vessel's bridge during all daylight hours. To collect oceanographic data in late summer of 2015, KBL requires a vessel for a multi-day oceanographic survey, with the capability to carry four science crew to deploy oceanographic instruments and plankton nets at multiple stations along five transects in lower Cook Inlet and Kachemak Bay Alaska (see Attachment 1 for map). KBL will provide all oceanographic instruments, but requires a vessel with a davit, winch, and cable or line to deploy the instruments and zooplankton net, GPS to provide location information at each station, and fathometer to provide water depth at each station. Surveys along the five transect surveys will be conducted consecutively if weather conditions permit, without returning to port. The vessel may anchor in safe locations or in port for crew rest during the survey, depending on the final survey plan. The surveys are anticipated to be conducted on three consecutive days in September 2015, with an additional day of operations to accommodate delays from adverse sea state and weather conditions or to conduct additional oceanographic sampling along a line from south of Flat Island to the head of Kachemak Bay. The final survey plan will be developed in consultation between KBL staff and the ship captain, taking into account weather conditions, staff schedules and ship availability. 3. Objectives KBL requires vessel support services for summer oceanographic sampling in lower Cook Inlet and Kachemak Bay, Alaska in September 2015. 4. Requirements 4.1 Provide vessel services to assist KBL in oceanographic sampling in lower Cook Inlet and Kachemak Bay Alaska for four days of up to 24 hour operations each day. The vessel should be of sufficient size, a minimum of 16 meters (52 feet), to safely conduct operations in the lower Cook Inlet region and have a current US Coast Guard Safety Inspection/Certificate. The vessel should have the capability to carry, berth and feed up to four NOAA and partner personnel. Larger vessels are acceptable but not necessary. Oceanographic sampling will be conducted in up to five foot seas. The vessel should be equipped with navigational (functional GPS and VHF radio), depth sounding, and medical safety equipment, as required by the U.S. Coast Guard. The vessel should also have an available electrical outlet for charging a laptop and cell phones. 4.2 The vessel must have capability to deploy and retrieve the CTD profiler, Niskin bottle and zooplankton net vertically with a hydraulic or electric winch on cable or line to depths of up to 190 meters (625 feet). A cable or line size of 5/16" diameter is preferred to facilitate deployment of the Niskin bottle messenger, but other cable/line sizes are also acceptable. The vessel must have the capability to measure the amount of cable/line deployed (e.g. by line counter on the winch) in order to deploy the CTD close to the seafloor without hitting the bottom. KBL will provide all oceanographic and plankton sampling equipment. 4.3 The vessel must have room for a seabird and marine mammal observer to make observations during daylight hours from the bridge or other location with an unobstructed 180 degree view from bow to stern. The observer also requires an electrical outlet to charge a laptop computer while making observations. 4.4 The vessel captain must possess and demonstrate knowledge of the study areas and must be U.S. Coast Guard certified. The vessel captain or crew shall have experience in navigating to stations and deploying oceanographic, or similar, instruments. GPS location and water depth information will be provided by the vessel crew to KBL personnel at each station. 4.5 The Contractor should provide accommodations for KBL and partner personnel on board the vessel, including: berthing, working head and shower facilities, and food (breakfast, lunch and dinner) for up to four people. 5. Location Primary oceanographic sampling will occur along three transects in lower Cook Inlet (Transects 3, 6 and 7) and two transects in Kachemak Bay (Transects 4 and 9), with additional sampling along a line from south of Flat Island to the head of Kachemak Bay if schedule and conditions allow (see Attachment 1 for map). Station location coordinates are also provided in the table in Attachment 2. The start and end locations for the surveys will normally be from the Homer harbor, though other Kachemak Bay locations may be arranged by mutual agreement between KBL staff and the Contractor. The order in which the transects are sampled will determined when the final survey plan is developed by the ship captain and KBL staff, taking into account weather and tide conditions, as well as potential break times and locations for anchoring. The preference is to conduct the survey in survey, but early October dates may also be considered due to adverse weather conditions or scheduling issues. Four total days of survey are expected within this period, to be conducted on consecutive days unless weather conditions cause a delay during the sampling period. 7. Special Requirements/Notes None. 8. Proposal Potential Contractors shall include a cost proposal for this fixed-price contract that includes information about their vessel, and its capabilities and on-board facilities. The contract should be for four days of up to 24 hour operations and cover all vessel costs including fuel and mobilization/demobilization. Sampling can be conducted in both daytime and nighttime hours if needed to accommodate weather conditions, with a preference to conduct most sampling during daylight hours. The Contractor shall include a preliminary plan for accomplishing the survey, which will be reviewed and updated by the ship captain and KBL staff in response to weather and tide conditions at the time of field survey. The Contractor shall also include information on past performance and the crew's qualifications. The EMS policy can be found at http ://coastalscience.noaa.gov/ems/welcome.html. The Contractor shall perform work in a manner that conforms to all appropriate Environmental Management Programs and Operational Controls as identified above, and provide monitoring and measurement information as necessary for the organization to address environmental performance relative to the environmental, energy, and transportation management goals. In the event an environmental nonconformance or noncompliance associated with the contracted services is identified, the contractor shall immediately take corrective and/or preventative actions. In the case of a nonconformance, the Contractor shall respond and take corrective action based on the time schedule established by the EMS Site Coordinator. In addition, the Contractor shall ensure that their employees are aware of the roles and responsibilities identified by the environmental management system and how these requirements affect their work performed under this contract. IT SECURITY REQUIREMENTS: The Certification and Accreditation (C&A) or Assessment and Authentication (A&A) requirements of Clause 48 CFR 1352.239-72 do not apply, and a Security Accreditation Package is not required. This procurement is being solicited as Small Business set- aside in full and open competition. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order. Hard copies of the RFQ will not be issued. Electronic submission of the contractor's proposal is hereby authorized, but must be transmitted by the posted response date and time. Award will be made to the responsible, responsive offeror whose offer will result in the lowest technically acceptable price and who can best meet the required location.
