- California Health Interview Survey (CHIS) Data Notice of Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, the Agency for Healthcare Research and Quality (AHRQ), intends to sole source to: University of California, Los Angeles 11000 Kinross Ave Suite 102 Los Angeles, CA 90095-2000 The Healthcare Research and Quality Act of 1999, which reauthorized the Agency for Healthcare Research and Quality (AHRQ), requires that "Beginning with fiscal year 2003, the Director shall annually submit to the Congress a report regarding prevailing disparities in health care delivery as it relates to racial factors and socioeconomic factors in priority populations." This act defined priority populations as "low-income groups; minority groups; women; children; the elderly; and individuals with special health care needs, including individuals with disabilities and individuals who need chronic care or end-of-life health care." This act further emphasized the importance of "the delivery of healthcare in inner-city areas, and in rural areas;" hence, we consider residents of such areas as priority populations. For the National Healthcare Quality Disparities Report (NHQDR), AHRQ staff and the Interagency Work Group examine a variety of national healthcare databases. While national databases can measure disparities among most priority populations, a number of exceptions are noted. Specifically, national databases are not designed to provide information about Pacific Islanders, American Indian and Alaska Natives, Asian subpopulations, and many Hispanic subpopulations with desired precision. To help fill these gaps and include some information about these priority populations in the NHQDR, AHRQ staff examined a number of state healthcare databases. The California Health Interview Survey (CHIS) was identified as the only state healthcare database that has the capacity to provide information about many of these populations. The purpose of this contract is to enable CHIS to gather and compile data, for which national data are limited, in support of the 2015, 2016, and 2017 NHQDR. The CHIS data were included in previous National Healthcare Quality Disparities Reports. CHIS continues to be a reliable source of health care data for Pacific Islanders, American Indian and Alaska Natives, Asian subpopulations, Hispanic subpopulations and populations with limited English proficiency and potentially data for LGBT populations. The 2015, 2016, and 2017 NHQDRs will update the previously used data to include the most current CHIS data and consider recommendations for additional measures and tables that are appropriate for the NHQDR. The 2015, 2016, and 2017 NHQDRs will use the CHIS data to show health care quality and disparities for the racial/ethnic subpopulations and other populations. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement.
