- Description
- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), has a requirement to procure a fully functional sub-scale prototype and a feasibility study for a full-scale Advanced Blast Load Simulator (ABLS) as described in Patent No. US 2013/0042665A1 for a Shock Tube Apparatus for Blast Wave Simulation. The ERDC intends to issue an award to ORA, Inc., 71 Commerce Pkwy Ste107, Fredericksburg, VA 22406-7001 (CAGE Code: 3DS06) on a sole source basis for the requirement. It has been determined that because ORA, Inc. holds Patent No. US 2013/0042665A1 for a Shock Tube Apparatus for Blast Wave Simulation, it is the only company with the capability to build a prototype using the design specified in this patent. The award will be issued in accordance with FAR 13.501(a)(1)(ii). The NAICS code for this requirement is 334519 (Other Measuring and Controlling Device Manufacturing) with a size standard of 500 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. All interested responsible sources who feel they are capable of fulfilling this requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be in writing and must be provided in sufficient detail to clearly demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Any information submitted shall be furnished at no cost or obligation to the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Responses to this requirement shall be submitted to Jody Criss at Jody.Criss@usace.army.mil. The solicitation number shall be included in the subject line of the e-mail submission. Responses must be received no later than 5 days from the posted date of this notice.
