Description The National Cancer Institute (NCI), Center for Cancer Research (CCR), Surgery Branch, plans to procure on a sole source basis a service contract for the NextSeq 500 machine part SV-450-1003, for Serial number: NS500427 from Illumina, Inc., 5200 Illumina Way, San Diego, CA 92121-1975 United States. This acquisition will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 811219, and the applicable business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The period of performance shall be for twelve months from the date of award. The Surgery Branch (SB), of the National Cancer Institute is a combined laboratory and clinical research unit devoted to the development of innovative cancer immunotherapies and their translation to the treatment of patients with cancer. Efforts run the gamut from basic studies of cancer immunology to the conduct of clinical immunotherapy trials for patients with metastatic cancer. A service contract is required for the subject part on one of the Surgery Branch's Next- gen sequencing machines, used to generate masses of DNA sequencing data. A sole source to Illumina Inc. is intended for this order; based on the fact t he Illumina's sequencing portfolio is the most comprehensive in the world; In order to assure the SB instrument is available and in good working conditions at all times, NCI must secure a follow on maintenance support plan for this part with Illumina Inc.. The Contractor shall provide: •· Unlimited access to telephone technical support •· One pre-scheduled on-site preventative maintenance and diagnostic servicing •· All updates of proprietary software and firmware during the coverage period •· All maintenance services shall be performed in accordance with the manufacturer's standard maintenance practices by manufacturer certified technical representatives Due to the nature and complexity of this part, the original manufacturer is the only vendor qualified to provide: original replacement parts, u product corrective actions, and telephone technical and troubleshooting assistance. The manufacturer will replace and/or repair all defective parts on an unlimited basis. Timely repair is necessary for these busy core lab instruments. Thus based on this information Illumina Inc. is the only known source for this service. No other repair service has access to the proprietary parts that Illumina uses on its instruments, or the ability to respond to a service call within 24- 48 hours, which the manufacturer will guarantee. This is not a solicitation for competitive quotations. However, if any interested party especially a small business, believes they can meet the above requirement, may submit a quote and statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. All questions, quote, and the capability statement must be received electronically (via email) to Ms. Gwennifer Epps, Contracting Officer, at ge50d@nih.gov in MS Word or Adobe Portable Document Format (PDF) by August 31, 2015 no later than 11:00 AM EST. No telephone calls or facsimiles will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
