Description
The U.S. Department of Commerce, NOAA, Eastern Acquisition Division-Kansas City (EAD-KC) and the National Marine Fisheries in Beaufort, NC intend to award a purchase order to Amirix Systems. The Purchase Order will be for 125 Acoustic Transmitter Tags and 10 Acoustic Receivers to investigate the movements of American shad in the Western portions of Albemarle Sound, North Carolina. The tags and receivers are needed to be added to a network of 40 receivers already in place at 31 locations in Albemarle Sound, Chowan River, Roanoke River, and their tributary rivers. The acoustic tags must be sufficiently small so that they can be safely implanted in American shad (no larger than 9 mm diameter and no more 30 mm long), ping at 69.0 kHz, and use unique A69-1601 Global Code space. The acoustic receivers must allow for rapid uploads using Bluetooth technology, have 8 megabytes of data storage, receive at a frequency of 69.0 kHz, and have a minimum battery life of 400 days. The tags and receivers must fully function in a wide variety of habitats, including rivers, lakes, and estuaries. The NAICS code for this requirement is 335999. The proposed contract action is for supplies for which the government intends to solicit and negotiate with only one source under FAR 13.106-(b)(2). Interested persons may identify their interest and capability to respond to the requirements or submit proposals. This sources sought is not a request for competitive quotes. However, all proposals received by closing date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this is based upon responses to this notice which is solely at the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal which shall be considered by the agency. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a detailed statement regarding their capabilities to provide the supplies. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above.
