Description
The government intends to award a contract to PS Analytical Corporation for two Millennium Excalibur Systems for the analysis of low-level Arsenic (As), Selenium (Se), Antimony (Sb), Tellurium (Te) and Bismuth (Bi) for use by the National Seafood Inspection Laboratory and other NOAA units at the Pascagoula Laboratory which comprise the project. Primary use of the instrument shall be in NOAA's Mercury/Selenium Ratio Program for the laboratory-based detection and confirmation of Selenium concentrations in domestic and international seafood products. Minimum specifications: a. The systems shall provide dimensions of 750 mm (H) x 600 mm (W) x 350 mm (D) and a weight of 17.5 kg. b. The systems shall provide a voltage of 230V AC @ 50 Hz or 120 V AC @ 60 Hz and voltage fluctuation should be within ± 10%. c. The systems shall be compliant with the legal requirements of the Low Voltage Directive 73/23/EEC and the EMC directive 89/336/EEC. d. The systems shall provide a linear dynamic range of up to 10 ppm and a sample throughput of up to 80 samples per hour. e. The systems shall provide Limits of Detection of 2 ppt (Selenium), 10 ppt (Arsenic), 10 ppt (Tellurium), 10 ppt (Bismuth) and 10 ppt (Antimony). f. The systems shall provide an atomic fluorescence detector, vapor generator-integrated dryer system, Selenium boosted discharge lamp, random-access autosampler, latest high-specification desktop computer, Millennium Windows Software, interface cables, installation Kit, consumables Kit and user manuals. g. The systems' autosampler shall provide a 52 cm (H) x 29 cm (W) x 50 cm (D) and a maximum cup height of 16 cm. h. The systems' autosampler shall provide an RS 232 Control, a Random Access XYZ design, a voltage of 110/240v and an integrated wash pot. i. The shall provide a Standard (1) Year Conditional Warranty with parts and labor included, free of charge. j. The systems shall provide a (60) month Service Contract, including one preventative maintenance visit per year and up to one emergency service visit per year on all components purchased with both instrument systems. The NSIL provides laboratory-based analytical support to NOAA's Seafood Inspection Program, NOAA Enforcement, US Food and Drug Administration, Customs and Border Protection and Academia for inorganic elemental analysis in seafood products. The method describes a simple and robust protocol to separate and quantify selenium species using HPLC coupled to hydride- generation atomic fluorescence spectrometry (HPLC-HG-AFS) in tandem with the Millennium Excalibur systems for the post-column reaction and detection. The PS Analytical Millennium Excalibur Systems offer a user friendly, sensitive, precise and interference-free low-level selenium testing package, complete with PC bundle, thereby enhancing NSIL's capability for accurate, high-throughput, low-level selenium concentration analyses. The PS Analytical Millennium Excalibur Systems and supplemental equipment are solely available from PS Analytical, Inc. PS Analytical Inc., is sole known manufacturer of the product that will meet the Governments need. If no affirmative responses are received, the Government intends to issue a purchase order to PS Analytical, Inc. The Eastern Acquisitions Division (EAD) requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Awards Management (SAM).
