- The Naval Special Warfare (NSW) Command, Contracting Department, San Diego CA, 92155 intends to award a 100% Small Business Set-Aside contract for twenty (20) flight hours of manned Intelligence, Surveillance, and Reconnaissance (ISR) and Simulated CAS (SIMCAS) at the Muscatatuck Urban Training Center (MUTC) in Butlerville, IN. Flight hours will consist of five hours each day, Monday through Thursday of the designated week of training. The periods of performance for the training dates are as follows:: 19-23 October 2015 4-8 January 2016 The ISR services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The North American Industry Classification System (NAICS) code for this acquisition is 481219 - Other Nonscheduled Air Transporation. The size standard is $15,000,000. In order to receive the solicitation and associated documents for this requirement, Contractors are required to contact the Contracting Officer at warcom.contracts@navsoc.socom.mil. In order to receive the solicitation, Contractors must be registered in the System for Award Management (SAM) with an active CAGE code, and must have TOP SECRET Safeguarding and a TOP SECRET Facilities Clearance. Proposals will be due 4 September 2015. By submitting a quote, the quoter is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 866-606-8220, or via Internet at https://www.sam.gov/portal/public/SAM/. Please direct all questions regarding this requirement via e-mail to the POC identified in this synopsis. **Please note that the Government shall not accept or evaluate any quotes that are submitted directly to the FBO website. Quotes shall be submitted only to the Contracting POC identified in the solicitation.**
