AMENDMENT 0002 HEREY INCORPORATES THE FOLLOWING QUESTIONS RECEIVED UNDER THE RFQ AND THEIR ASSOCIATED ANSWERS AS FOLLOWS: QUESTION 1: Will the Kansas State Historical Society (KSHS) allow the successful quoter the opportunity to visit the Mud Wagon currently on display to get exact measurements? ANSWER 1: Yes, the KSHS is award of this project and will grant the sucessful offeror an opportunity to see the Mud Wagon and take exact measurements in order to construct the replica. QUESTION 2: How will the vehicle (Mud Wagon) be used? i.e. static display, entertainment rides, historical interpretation? ANSWER 2: The Mud Wagon will be pulled by horses or mules in historical interpretation and parades. It will be a display when not in use. QUESTION 3: How important is accuracy in the build? ANSWER 3: Accuracy in construction is very important. The Mud Wagon shall be as close to the original as it possibly can be constructed. i.e. no modern hex screws, plywood, etc. QUESTION 4: Will the vehicle be interpreted as a historic reproduction representing vehicle style and construction methods of the 1868 period? ANSWER 4: The vehicle will be interpreted as an accurate reproduction of the original in the KSHS, so yes, an accurace reproduction on the vehicle style and construction methods of the 1868 period. QUESTION 5: What level of authenticity is required for the intended use? ANSWER 5: Level of authenticity is very important, it must be as authentic as it can be made today. QUESTION 6: Is the KSHS vehicle the direct information to be used as a pattern? ANSWER 6: The original in the KSHS is to be the pattern used. If some part is missing on the KSHS wagon, then other research materials shall be used as the guide in construction of that part. ************************************************** AMENDMENT 0001 HEREBY REMOVES THE FOLLOWING LANGUAGE FROM THE FIFTH PARAGRAPH OF SECTION (VI) : "The specifications, entitled Abbot Downing Mud Wagon (pages 1-7), are incorporated into this solicitation document by reference". It was discovered that the specifications provided under the original Combined Synopsis/Solicitation ARE NOT an exact replica of the Mud Wagon located at the Kansas State Historical Society (KSHS). The Abbot Downing Mud Wagon specifications are NOT to be used in the construction of the Mud Wagon. The successfull contractor shall be required to take measurements directly from the Mud Wagon located at KSHS when constructing the replica. ************************************************** COMBINED SYNOPSIS/SOLICITATION Project Description: Full Size Replica of "Mud Wagon" Stagecoach (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number 0040236394. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83-2-2-08032015. (IV) This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 336999 - All Other Transportation Equipment Manufacturing. The small business size standard is 500 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial item: CLIN 00010 - Mud Wagon Stage Coach - 1 each (VI) Description of requirements is as follows: Construction must be a full- scale exact replicated mud wagon capable of being pulled by horses, using the original stagecoach in the collection at the Kansas State Historical Society (KSHS) as the construction pattern for this project. Careful attention to all exact details to be of good and solid construction capable of being used with horses pulling it with people riding within it. Wagon measurements will be taken from the original Coach at the KSHS. In keeping with the authenticity woods such as hickory, oak and ash for the wheels and oak, or other correct hardwoods that can be identified in the original Mud Wagon located in the KSHS for the body. The Contractor shall provide a newly constructed, complete, historically accurate, working replica of an 1860's coach built by Abbot, Downing & Company for Concord, New Hampshire for this project. The contractor shall research the original wagon, providing all labor, supplies, materials and equipment for the manufacture of an 1868 model mud wagon stage coach. Contractor shall supply and submit for approval measured drawings that are to scale prior to construction. The mud wagon shall be delivered with all parts and be ready to hitch to a team of horses. The mud wagon stagecoach shall conform in all aspects with the specifications matching the original mud wagon stage coach located in the Kansas State Historical Society (KSHS) building in Topeka, KS. The wood used to construct the Mud Wagon shall be hard wood, free from knots, splits and imperfections. Wood shall be seasoned and not green. Submittals of woods shall be submitted for approval prior to use in construction. Plywood shall not be used in any portion of this project. The Mud Wagon shall be painted the same as the original Mud Wagon located in the KSHS museum, however leaded paints shall not be used. No modern mechanical modifications will be authorized, as this wagon's purpose is for historical accuracy and authenticity. The wagon will also be utilized as a people hauler and for static display, but authenticity is still the overarching requirement. No maker's, manufacturer's, or vendor's stamps, marking, or medallions shall be placed on or affixed to any portion of the wagon where it is visible to the public. Maker's stamp should appear no larger than a 3" square and placed on the underside of the wagon. Only the historic markings and striping shall be visible. No changes or substitution of materials and/or design shall be made without the prior written approval of the contracting officer. All fittings, attachment points, tool brackets, seats, tongue, etc. will be functional for their intended use. The Government shall have a 30 calendar day period to perform a final inspection upon delivery of the wagon and attachments to the site. The contractor shall warrant all parts and labor for a period of one from the date of acceptance. The contractor shall replace, without cost to the Government, any part of the Mud Wagon that fails due to manufacturing or material defect during that period. All transportation costs of the Mud Wagon for repair shall be covered by the one year warranty at the contractor's expense. Work under any resulting contract will be monitored by the Contracting Officer's Representative (COR). The Government Inspector shall be allowed to inspect at key points of the construction. Workers fully competent in the fabrication of the Mud Wagon shall perform the work specified in a thorough manner. (VII) Place of delivery is: Fort Larned National Historic Site, 1767 KS Hwy 156, Larned, KS 67550 Delivery shall be FOB Destination. Required delivery is 210 days after the contractor receives a signed contract. (VII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Nov 2007), applies to this acquisition. In addition to written price quotes, offers are instructed to provide: 1) three references for projects of similar scope and size and 2) a proposed milestone schedule showing significant points of construction completion, the milestone schedule shall also comply with the required delivery date as noted in section VII. (IX) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: 1) Past Performance and 2) Proposed Milestone Schedule. Offers will be evaluated based on price and the factors set forth in paragraph (a), and award will be made to the firm offering the best value to the Government. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2007), with its offer. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2007), applies to this acquisition. Addendum to FAR 52.212-4: Paragraph (c) is hereby tailored as follows: (c) changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes such as paying office, appropriation data, etc., which may be changed unilaterally by the Government. (XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Nov 2007) applies to this acquisition. The following clauses under subparagraph (b) apply: (4), (14)(i), (22), (25), (26), (27), (28), (30), (33)(i), (40), (42)(i), 42(ii), (44), (48), (50). The following clauses under subparagraph (e)(1) apply: (xi)(A). (XIII) The following clauses are also applicable to this acquisition: 52.204-7, System for Award Management (JUL 2013). All offerors shall be registered in the System for Award Management (SAM) database prior to the time of award. The following additional contract requirements apply: The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. Electronic Invoicing and Payment Requirements - Invoice Processing Platform (IPP) (April 2013) Payment requests must be submitted electronically through the U.S. Department of Treasury's Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is https://www.ipp.gov Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: Itemized invoice of all costs The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 - 5 business days after the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email at ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation. (End of Local Clause) The Government intends to award a firm-fixed-price order resulting from this solicitation. (XV) Quotes are required to be received in the contracting office no later than 2:00 P.M. CST on Wednesday, August 26, 2015. All quotes must be emailed to the attention of Rhonda Widick at rhonda_widick@nps.gov. All quotes shall reference "RFQ Number 0040236394 - FOLS Mud Wagon" in the subject title.
