- This is a combined synopsis / solicitation for commercial items, prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is P15PS02505, and the solicitation is issued as a Request for Proposal. This solicitation is a Total Small Business Set-Aside. Offers from other than small business will not be accepted or considered. The NAICS code is 115310 (Support Activities for Forestry, Fuels Management Services). The associated small business size standard is $19.0 million. Prospective contractors shall / must be registered in the System for Award Management (SAM) database prior to award of this contract. Final pricing for the services required under this contract will be established by responses to this solicitation. All prices submitted shall be as low / or lower than the unit price charged the contractor's most favored customer for comparable services under similar terms and conditions. It is the intent of the National Park Service to award a firm-fixed-price contract to the selected vendor. A) Project Description: The primary goal of this project is to reduce the fuel load, and change fuels arrangement in the VCNP within the areas on or near the Valle Seco and Cerro Seco, in the northwest quadrant of the VCNP (see maps). The work primarily consists of forest thinning, slash disposal, road closure and repurposing, and erosion control activities. All work must be conducted in a manner that protects VCNP visitors, protects rare plants, preserves sensitive wildlife habitat, and minimizes negative aesthetic impacts. B) Contract Type: This solicitation will result in award of a performance based, firm-fixed price contract to the offeror determined to be responsive, responsible, and whose offer provides the best value to the government. Only one contract will be awarded under this solicitation.
