- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC), has a requirement to purchase twelve (12) Hi-Techniques Echelon Data Acquisition Systems (DAQs). The ERDC intends to issue an award to Hi-Techniques, Inc., 2515 Frazier Avenue, Madison, WI 53713-1505, on a sole source basis. The Structural Mechanics Branch (SMB), Geotechnical and Structures Laboratory of the U. S. Army Engineer Research and Development Center (ERDC), Vicksburg, MS, has a requirement for the purchase of twelve (12) Hi-Techniques Echelon Data Acquisition Systems (DAQs). Specific characteristics of the Echelon DAQ that limit the availability to a sole source are that the Hi-Techniques DAQs are a standard for ERDC experiments, compatibility are based off the specifications for all existing software/hardware currently in use from Hi-Techniques. Therefore, to maintain compatibility with 1) existing data collection systems, 2) hardware devices, and 3) databases of historical data collections, it is required that the same systems be purchased. There are no known alternatives to the Echelon rugged 16 channel configurations that satisfy these requirements. Only this suggested source can furnish the requirements, to the exclusion of other sources, because they are the only provider. Hi-Techniques, Inc. is the sole manufacturer and provider of the Echelon Data Acquisition Systems (DAQs). The award will be issued in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 334515 with a size standard of 500 employees. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to traci.k.hoofman@usace.army.mil. The solicitation number shall be included in the subject line of e-mail submissions. Responses must be received no later than 12:00 p.m. CST on August 20, 2015. Point of Contact Traci K.
