- **** SOLICITATION QUESTIONS & ANSWERS POSTED BELOW!!!**** The Iowa Army National Guard's (IARNG) Midwest Counterdrug Training Center (MCTC) has a requirement for Technical Instruction Services for a Roadside Interdiction Operations Interview course. The project will be a small business set aside. The NAICS for this project is 611519 with a size standard of $15.0 million. The IARNG anticipates award on or about 10 September 2015. Initial award will be for one (1) iteration of the course between award and 30 September 2015; with four (4) options for four (4) additional iterations each year at dates and locations to be determined. Final option period will not exceed 30 September 2019. The requested course is required to provide approximately 32 hours of instruction for up to 50 law enforcement officers. The course must be designed to provide law enforcement officers with the observational skills, listening skills, ability to analyze the answers provided by the person being interviewed along with the knowledge of the indications of narcotic trafficking activity during traffic stops and individual encounters/contacts with people without instigating a confrontation. Instructions for registering are on the web page. The solicitation will be issued on or about 7 August 2015. The solicitation and associated information will be available from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov. All inquiries must be in writing, via email to the persons specified in this announcement or in the solicitation. All answers will be provided in writing via posting to the web. ***SOLICITATION QUESTIONS & ANSWERS*** Q1:Referring to the Submission Requirements for Training Materials, specifically the statement quote mark *For security & proprietary purposes, all submitted materials will be retained by the USPFO P&C Office. quote mark Will the government consider revising these clauses to reflect that all curriculums and teaching methodology be reviewed by the CO or COR within a reasonable time before the course and the material remain quote mark Corporate Propriety quote mark ? A1:The Government is requesting submission of training materials solely for evaluation purposes. Submitted materials will be retained by the USPFO P&C Office and the materials will remain quote mark corporate proprietary. quote mark Q2:Is the Government desire to award all four solicitations to one Company or Multiple Awards? A2:The Government anticipates multiple awards. Q3:If one vendor comes in with a lower bid than other vendors and this vendor also has the capabilities to handle the entire workload, would multiple awards still be issued? A3:The government intends to award a separate contract for each course. One vendor may be awarded multiple contracts if they meet the requirements for multiple courses. Q4:Is the Government desire to award all four solicitations to one Company or Multiple Awards? A4:The Government anticipates multiple awards. Q5:Is there a dollar amount or percentage difference, which prevents multiple awards from being offered? For example, if one vendor bids the work for $20,000 and another vendor bids the work for $10,000, can both vendors still be given awards? A5:The Government intends a single award for each course. Q6:Verbiage from RFP's Performance Work Statement (Course Content) (#3; quote mark This course of iterations will cover quote mark section): c. Law enforcement mindset errors Question: Can you give some clarification on what type of mindset errors you are looking for? Is there another training program that discusses these which you have based this topic coverage to follow? A6:The types of mindset errors may include gut feelings, reality vs. perception, justifying, etc. Q7:Verbiage from RFP's Performance Work Statement (Course Content) (#3; quote mark This course of instruction will cover quote mark section): r. The post-arrest technique of S.T.O.P. (Stabilize, Trust, Opportunity and Progression) Question: Can you provide me with where I would learn about this particular technique? Was this technique developed by another training organization or law enforcement entity? A7:The S.T.O.P. Method was developed by MCTC in conjunction with a contractor. The S.T.O.P. Method describes the stages a defendant will go through post arrest and how to deal with them. Other post arrest methods are similar and may be accepted. Q8:How do you submit pricing on the SF33-Solicitation, Offer and Award Document? A8:In Section B - Supplies or Services Prices, beginning on page 3 of 49, insert your firm-fixed, all-inclusive unit price (price per iteration) in the quote mark Unit Price quote mark field, then the total amount (unit price multiplied by the quantity) in the quote mark AMOUNT quote mark field, then transfer that amount to the quote mark NET AMT quote mark field. Q9:How many copies of our proposal do we need to submit? A9:Submit an original plus two (2) copies of your proposal, including all attachments. Q10:Which pages of the SF33 do we actually need to complete and submit? A10:Pp 1, 3-11, 34-35 (52.209-5), 35-36 (52.209-7), 37-39 (52.219-1) (do they need to do this if they are registered in SAM, already?), 39 (52.222-22), 40 (52.222-25), 40 (252.209-7992), 50-53 (Past Performance Questionnaire Cover Letter & Past Performance Questionnaire must be completed by your references). ***will vary*** Q11:I noticed the solicitation requires a copy of our PowerPoint presentation and videos. I think that the file may be too large to send online. Can I mail the PowerPoint and videos to you at the mailing address provided in the solicitation? Also, can the solicitation pages and proposal be mailed or does that need to be uploaded and submitted online? A11:Yes; Yes, the solicitation pages and proposal may be mailed to the address provided within the solicitation. Q12:Regarding the Performance Work Statement's Course Content (#3, quote mark This course of Instruction will cover quote mark section), do the components (a-r) need to be covered in the order they are listed or is the key to ensure each of the topics are covered? A12:Topics do not need to be covered in the exact order listed. Q13:Are we allowed to cover material not posted in the above if we feel it is relevant to the overall course and skill development? A13:Material may be added pending review by MCTC Staff. Q14:Regarding the Performance Work Statement's Course Content #4 ( quote mark This course will include a pre-test and a post-test), can you provide an example of a test similar to what you would like to see with this? A14:The Government will not tell the vendor how to complete the requirement, only that a pre- and post- test should be able to reasonably measure the effectiveness of the course. Q15:Regarding the Performance Work Statement's Course Content #5 ( quote mark This course will provide relevant experience to the law enforcement officers by incorporating practical exercises and numerous detailed video analysis of traffic stops throughout most subtopics of this training quote mark ), do you need the completed PowerPoint and student manual with the submission of the offer in order to choose a vendor? ( quote mark The instructor shall measure the effectiveness of the students' ability to demonstrate correct vehicle search techniques, with minor coaching quote mark ), are you looking for a hands-on search component of this course? If yes, how many vehicles is MCTC looking to have searched? A16:Practical exercises do not necessarily need to be hands on. Detailed video analysis, and demonstration may be used. Q17:Regarding the Performance Work Statement's Course Content #6 (If a slide presentation is used, all slides must display the Midwest Counterdrug Training Center (MCTC) Logo quote mark ), Can you please send me this logo to incorporate into our slides? A17:The logo will be provided to the selected vendor upon award. Q18:You have identified the class size as 50 attendees and have indicated a 40:1 ratio. Just confirming you are looking for a minimum of two instructors at all times? A18:The ratio is a typographical error. Only one instructor is required per class. Q19:How many copies of our proposals do we need to submit? A1: There is no incumbent; this is a new requirement. Q2: Is there a Past Performance requirement? Can a Company show Capability VS Past Performance? A2: There is a past performance requirement; no past performance is judged quote mark neutral. quote mark Companies can provide capability vs. past performance if necessary. Q3: What will the Government provide to facilitate this training (IE Classrooms, Audio/Video, Vehicles for PEs, any training aids or facilities)? A3: Government will provide classrooms and AV Equipment; contractor will be required to provide all other training aids and their own travel/transportation. Details will be provided in the RFP. Q4: In regards to the Legal reviews and classes, is this geared towards local, state, or federals Drug laws? A4: Courses must cover all applicable local, state and federal law. Q5: The anticipated Award date is 3 SEP 15, When is the earliest that the Government would like training to start? A5: 1st Course will need to be scheduled ASAP after award date and before 30 September 2015. Q6: When is the latest date that training can start? A6: 30 September 2015 for the first class. Q7: Are classes to be run concurrent or can they be run back to back? A7: Course will most often be conducted in different weeks, but may be conducted at two locations during the same week. Q8: What is the required student to Instructor ratio for the classes and PE? A8: Desired ratio is 40:1 with max 40 students enrolled. Q9: Is the Government desire to award all four solicitations to one Company or Multiple awards? A9: The Government anticipates multiple awards. Q10: When do you anticipate the release of the RFP? A10: The solicitation will be posted on or about 30 July 2015. Q11: Does the use of the word quote mark iteration quote mark indicate an instance of stand-up training? Q12: Does courseware already exist for instructors to teach from? A12: No. Q13: If courseware does exist, are instructors required to update courseware if materials are out-of-date? A13: No. Q14: Does the training provided by the Contractor have to be reviewed or approved by the Minnesota Peace Officers Standards and Training Office? A14: No. Q15: Does the training have to be approved or reviewed by any State P.O.S.T. Agency? A15: No; any POST certification is done through the Midwest Counterdrug Training Center; it is not the responsibility of the vendor or instructor.
